About this tender

Overview Hydro Tasmania is seeking a suitably qualified and experienced consultant to undertake a Dam Safety Review (DSR) of Pine Tier Dam. About Hydro Tasmania is required under the Tasmanian Water Management Act 1999 and the Tasmanian Water Management (Safety of Dams) Regulations 2015 to complete Dam Safety Reviews on all dams within its portfolio with a consequence category of 'significant' or above. This legislation requires that DSRs for dams in Tasmania be compliant with the current suite of Australian National Committee on Large Dams (ANCOLD) guidelines. The tender documentation outlines Hydro Tasmania's requirements for DSRs to assist consultants with tendering for this work. Each DSR will also have an accompanying dam specific scope as an annexure based on Hydro Tasmania's current understanding of the asset. This document should be read in conjunction with the dam specific annexure when the tender is being developed. Purpose Hydro Tasmania requires a suitably qualified and experienced Expert Team (as defined by the Tasmanian Water Management (Safety of Dams) Regulations 2015) to undertake a DSR of the dam in accordance with the process described in the ANCOLD Guidelines on Dam Safety Management (2003). A Safety Review is a procedure for assessing the safety of a dam, comprising, where relevant, a detailed study of structural, hydraulic, hydrologic and geotechnical design aspects and of the records and reports from surveillance activities. A Dam Safety Review should assess the integrity of a dam against known failure modes and mechanisms for the various types of dams in terms of safe acceptance criteria (engineering standards, dam safety guidelines) or risk management criteria. Consideration of both regulatory requirements and long-term business needs are seen as fundamental to ensuring the DSR deliverables meet all required criteria and that it remains the key reference document for the asset over the next 20 years. Scope The scope includes: Undertaking a Dam Safety Review of Pine Tier Dam in accordance with the ANCOLD Guidelines on Dam Safety Management (2003) Assessing the integrity of the dam against known failure modes and mechanisms for the relevant dam type Producing a Dam Safety Review Report including a summarised statement of the safety of the dam, indicating whether the dam is in a satisfactory condition and its risk status Identifying what remedial or emergency action should be carried out and when, to rectify any deficiencies in the dam Indicating remedial options and preliminary estimates of cost Contractor Requirements The consultant must provide a suitably qualified and experienced Expert Team, as defined by the Tasmanian Water Management (Safety of Dams) Regulations 2015 The consultant must nominate members of the Expert Team with skill sets relevant to the specific type of dam for each study, for example extensive experience in concrete gravity, Concrete Faced Rockfill Dams (CFRD), concrete arch dam design and analysis, and hydraulic modelling of similar spillway arrangements Tender Briefing Date: Wednesday 21 October 2026 Time: 11:00am (Tasmanian time) Format: Virtual briefing Location: Online via Microsoft Teams RSVP to tender.box@hydro.com.au no later than 10:00am the day before the briefing. Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
