Overview Glamorgan Spring Bay Council is seeking tenders from suitably qualified and experienced civil construction contractors for the delivery of two road upgrade packages: Part A, Gamble Crescent, Bicheno, Stage 2; and Part B, Ryans Road, Spring Beach, together with all associated pavement, drainage, kerb, access, surfacing, testing, traffic management and reinstatement works described in the Tender Documents. About Ryans Road is currently approximately 4 m wide, with open drains on both sides, multiple driveway and crossover interfaces, existing stormwater infrastructure and a turning head at the upper end. The available survey drawing indicates an overall rise of approximately 16 to 18 m over about 120 m; however, no completed longitudinal section, potholing, pavement investigation or surface-material testing has been provided. Scope The scope includes: Part A, Gamble Crescent, Bicheno, Stage 2: pavement, drainage, kerb, access, surfacing, testing, traffic management and reinstatement works within the Stage 2 boundary shown on the issued design drawings, including stormwater Line 7 extending beyond the Stage 2 boundary only to the extent necessary to complete the connection to the existing stormwater system Part B, Ryans Road, Spring Beach: widening and reconstructing the road generally to a 5.5 m carriageway, with approved mountable kerb and channel on both sides, maintaining the existing centreline as far as practicable Pavement widening, local pavement reconstruction and asphalt correction to achieve the accepted vertical alignment, a central crown and nominal 2.5% crossfall, while keeping finished levels close to existing driveway thresholds and maintaining positive drainage Provision of 1 pram ramp Provision of approximately 290 m of subsoil drainage, comprising both sides of the approximately 120 m road length and continuation around the perimeter of the 16 m diameter cul-de-sac, including allowances for kerb returns, connections, tie-ins and wastage, with final measured payment based on the actual installed and accepted length A 2 metre cutback to the existing 5 concrete driveways and 5 asphalt driveways, with each driveway reconstructed in like-for-like material, including the accepted 2 m asphalt tie-in extent for asphalt driveways within the total allowance for the five asphalt driveways Excavation of the existing culvert pipes beneath the crossovers Connection of the existing subsoil drain pipes via kerb adaptors to the new kerb and channel Reconstruction of a full 16 m diameter cul-de-sac turning head, including excavation and preparation, geofabric where required, a minimum 100 mm compacted FCR20 layer or the pavement thickness shown on the accepted drawings, mountable kerb and channel around the perimeter, asphalt surfacing and positive drainage to an accepted side-entry pit Provision of stormwater house connections Backfilling behind the new kerb and channel to provide a smooth transition to the embankment and kerb top and to accommodate surface stormwater runoff Provision of 100 mm of topsoil and seeding behind the kerb and channel Installation of new side-entry pits at the locations and sag points shown on the issued drawings, connection to the existing 300 mm StormPro or concrete stormwater system where verified suitable, and completion of all pit, pipe, outlet and headwall works required for a functioning drainage system For tender pricing, an allowance of five side-entry pits in total and approximately 40 m of 300 mm stormwater pipe, subject to confirmation from the issued stormwater drawings, service proving, drainage calculations and the Superintendent's directions, with final payment based on actual installed and accepted quantities Contractor Requirements For Part A, Gamble Crescent, the Contractor must supply all materials required to complete the Works, unless a Council-supplied item is expressly identified elsewhere in the Tender Documents, and must include all procurement, delivery, storage, handling, installation, testing, protection, wastage and incidental costs in the Part A rates For Part B, Ryans Road, Council will supply the nominated stormwater pits, stormwater pipes, subsoil drainage pipe and drainage aggregate; the Contractor must allow for collection, loading and unloading, handling, secure storage, installation, all fittings and adaptors, bedding, jointing, testing, protection, wastage and every other incidental required to complete the work, and must identify and price any additional materials not included in Council's supply Tenderers must verify existing levels, services, drainage inverts, pavement condition and driveway tie-ins on Ryans Road before construction, given the absence of a completed longitudinal section, potholing, pavement investigation or surface-material testing Contract Terms and Conditions The Scope of Works comprises two separately identifiable and separately priceable work components, Part A and Part B, under a single Contract Council intends to award both Part A and Part B together to one successful Tenderer under a single Contract, with the successful Tenderer responsible for completing both Parts in accordance with the Contract Documents Instructions to Tenderers Tenderers must submit prices for both Part A and Part B and a combined tender price. Tenderers must not submit a Tender for only one Part.
