Binney Street-Railway Street Roundabout, Euroa Concept and Detailed Engineering Design

Overview Strathbogie Shire Council is seeking a suitably qualified consultant to undertake the concept and detailed engineering design for the Binney Street / Railway Street Roundabout upgrade in Euroa, under Contract 26-27-11. This opportunity is being procured as a Lump Sum Contract. About The Binney Street / Railway Street intersection upgrade is a key project arising from the Euroa Railway Precinct Masterplan, which was formally endorsed by Council on 9 December 2025. The Masterplan establishes a long-term vision for a safer, more accessible and more attractive precinct, strengthening connections between north and south Euroa. The intersection is identified in the Masterplan as a critical location where pedestrian, vehicle and precinct movements converge, and it recommends a raised platform roundabout treatment. Purpose The design shall respond to the Euroa Railway Precinct Masterplan, which is to be used as a key design reference, while addressing current road safety, accessibility, traffic, drainage, pavement, services and public realm requirements. Scope The scope includes: Development of concept options for the intersection upgrade Undertaking required investigations, including a Traffic Impact Assessment Supporting a Council-led community consultation process Delivery of a complete detailed engineering design package suitable for tendering and construction Contractor Requirements Suitably qualified consultant capable of undertaking concept design, investigations, Traffic Impact Assessment, community consultation support, and detailed engineering design Instructions to Tenderers Failure to supply a schedule of rates price in Schedule 1 will result in the tender not being evaluated. All Tender Schedules must be completed in order for the submission to be evaluated. Tenderers must allow sufficient time to upload their submission prior to the deadline and are advised to familiarise themselves with the online form and uploading options via the 'Response' tab. Late submissions in any format will not be accepted. If a submission is midway through being completed when the deadline is reached, it will not be accepted and cannot be continued.
