About this tender
Overview Wellington Shire Council is seeking proposals from suitably qualified and experienced consultants to design, facilitate, deliver and report on an integrated community and stakeholder engagement program to inform three major strategic projects: the Economic Development Strategy, Arts, Culture & Leisure Strategy and Community Infrastructure Plan. Scope The scope includes: Reviewing existing project material Meeting with relevant Council officers Briefing Council's Leadership Team and Councillors Identifying shared themes and stakeholder groups Preparing an Integrated Community and Stakeholder Engagement Plan Designing and delivering a coordinated engagement program, which may include surveys, online engagement, community and stakeholder workshops, focus groups, interviews, community pop-ups, sector roundtables and youth engagement activities Undertaking stakeholder mapping Preparing engagement materials Delivering agreed engagement activities Analysing engagement findings Providing ongoing project updates Preparing draft and final engagement reports Presenting findings to Council Providing the complete engagement dataset and supporting materials Contractor Requirements Suitably qualified and experienced in designing, facilitating, delivering and reporting on community and stakeholder engagement programs Ability to provide a single, accessible and inclusive community conversation across Wellington Shire while ensuring sufficient depth to inform each individual strategy or plan Ability to mobilise quickly and complete all planning, preparation and engagement material development before 7 October 2026 Contract Terms and Conditions Community consultation must commence on 7 October 2026
