About this tender

This Tender is invited by the Issuer. Overview The Department of Industry, Science, Energy and Resources is seeking a provider to deliver the creation of a new Post-Analysis And Results Upload (PAARU) macro system for the National Measurement Institute (NMI) Food Health and Chemical Laboratory (FHCL), located at Port Melbourne, Victoria. About The core PAARU macro system currently used by NMI FHCL is over 10 years old and contains a high volume of highly unstable legacy code. Many of its features no longer function correctly and it contains many hard coded references. It can only operate on Excel 2016. There are over 20 sheets in the current PAARU system, each with different purposes, some with user buttons that perform further functions. Purpose The ongoing maintenance overhead and required bug fixes for the existing PAARU system have grown too large to sustainably manage. This project mandates a complete ground-up rebuild of the application rather than a patch-work repair. Scope The scope includes: Design and build of a new PAARU macro system providing a stable, high-performance foundation for sample analysis, residue recovery calculations, and reference data integration Reporting functionality within the new system Integration between laboratory instruments, Sample Manager (LIMS), APVMA, and FSANZ datasets Simplification of the system to reduce the number of sheets and on-screen clutter compared with the current system Implementation of versioning, deployment, and release management processes Objectives The new macro system is intended to achieve the following: Technical Debt Elimination: Completely replace the unstable, decade-plus old legacy framework to eliminate spiralling maintenance costs and potential developer overheads Simplification: Reduce the number of sheets and on-screen clutter for a better user experience Data Accuracy and Compliance: Ensure 100% alignment with FSANZ and APVMA statutory limits to prevent legal, safety, and client reporting failures Operational Efficiency: Eliminate system downtime caused by un-openable batch files, manual formula workarounds, and slow run times Traceability and Auditing: Ensure every finalised result can be traced back to its specific batch, LOR, and raw calculation profile to pass strict laboratory audits, with user actions for key steps logged Software: Ensure versioning, deployment, and release management processes are factored in Success Metrics Reduce PAARU batch crash rates to 0% via the new codebase Lower ongoing system maintenance hours by 80% post-launch Achieve 100% accurate recovery calculation automation on LC/TARP screens Deliver a simplified, robust system that is easier and faster to use

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
