About this tender

Overview V/Line Corporation is seeking Expressions of Interest from suitably experienced organisations to establish service arrangements that support safe, reliable, and accessible rail replacement services across Victoria. Through this EOI, V/Line aims to identify organisations with the capability, capacity, and operational maturity to support planned and unplanned disruptions, while delivering strong customer outcomes, effective governance and scalable service delivery that meets the needs of the V/Line passenger network. Expressions of Interest are sought from suitably experienced organisations for one or both of the following service scopes: Delivery Management Service - Rail Replacement (DMS-RR) and Coordinators Rail Replacement (CRR). Respondents may submit a response for DMS-RR, CRR or both scopes. V/Line will evaluate and shortlist Respondents separately for each scope. A Respondent may be shortlisted for one scope, both scopes or neither scope. Shortlisting for one scope does not guarantee shortlisting for the other scope or the award of any contract. Purpose The purpose of this EOI is to understand market capability and identify organisations with the relevant experience, capacity, past performance, governance and operational readiness to deliver the selected scope. Respondents are invited to provide non-binding information on their recommended commercial delivery model, key cost drivers and indicative whole-of-life cost assumptions. The EOI is the first stage of a two-stage procurement. It will assess market capability, capacity, relevant experience, operational maturity, governance and suitability to participate in a later second stage, a selective Request for Tender. Subject to the EOI evaluation and required approvals, V/Line may establish separate shortlists for DMS-RR and CRR and invite shortlisted Respondents to a selective RFT for the relevant scope. Scope The scope includes: Delivery Management Service - Rail Replacement (DMS-RR): planning, scheduling, allocation governance, operational control, coordination, reporting and related assurance for planned and unplanned rail replacement services Coordinators Rail Replacement (CRR): provision, mobilisation, training, deployment, supervision and management of field-based personnel supporting customer-facing coordination activities during planned and unplanned rail replacement services V/Line's requirements for DMS-RR and CRR are set out in the applicable Part B scope documents and Part C response schedules. Contractor Requirements Through this EOI, V/Line seeks to identify Respondents that: Demonstrate the capability and capacity required for the relevant scope Provide current, relevant and verifiable evidence of comparable service delivery and past performance Demonstrate appropriate governance, conflict-management, safety, risk and assurance controls Are operationally ready and suitable to progress to a selective RFT Instructions to Tenderers V/Line retains discretion over the number of Respondents shortlisted for each scope, the structure and packaging of the selective RFT and the final contract structure. Detailed service solutions, mobilisation commitments, binding pricing, contractual positions, and value for money will be assessed at the selective RFT stage. No contract will be awarded through this EOI. Shortlisting does not constitute acceptance of an offer, preferred supplier status, a commitment to proceed with the selective RFT or a commitment to award a contract. Interested organisations should review all EOI documents and submit the required responses to the Contact Person at V/Line by the closing time and date: Time: 5:00 pm Melbourne Time Date: 20 November 2026 Contact Person: Mohit Karat, Mohit.karat@vline.com.au Enquiries Mohit Karat Mohit.Karat@vline.com.au

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
