About this tender

Overview Fire Rescue Victoria (FRV) is seeking information from suitably qualified suppliers to better understand market capability and available solution options for the replacement of its Fire Operational Response Database. About Fire Rescue Victoria currently relies on a bespoke Microsoft Access database to capture, manage, maintain and distribute critical operational dispatch data that underpins its response capability. The database serves as the authoritative source of operational information supplied to Triple Zero Victoria (TZV) Computer Aided Dispatch (CAD) systems, supporting dispatch outcomes including Station Turnout (STO), Dispatch to Scene (DTS), turnout notes, command staff data, and other operational response intelligence required for emergency incident management. The system acts as a central hub for managing stations, resources, call signs, deployment rules (including DPLO), appliance assignments, and turnout notes, with validated data shared to TZV's CAD and partner agencies. The platform is constrained by manual processes, fragmented data, and limited integration. Updates to TZV are inefficient, requiring full dataset exports rather than incremental changes. Additional limitations, including single-user access, lengthy testing cycles, and weak version control, reduce responsiveness and increase risks to data quality, errors, and rework. Purpose The purpose of this EOI is to: Understand the capabilities of suppliers operating in the market Explore available solution options and delivery models Obtain industry insights and recommendations Inform the development of detailed requirements and future procurement documentation Identify suppliers that may be invited to participate in a subsequent Request for Tender (RFT) Objectives FRV's preliminary preference is for a Commercial Off-The-Shelf (COTS) solution to replace the existing Microsoft Access database. The desired outcomes include: Migration of 100% of critical operational data and functionality, including turnout notes, deployment information and STUN data Support for multi-user access, workflow management, audit trails, data validation and business continuity Compatibility with TZV CAD, geospatial applications (including VicMap) and future operational systems through standardised data structures, interoperability and information exchange capabilities Implementation primarily through standard functionality and configuration, with minimal custom development where appropriate FRV welcomes market feedback regarding alternative approaches where respondents believe they can demonstrate superior outcomes or value. Eligibility FRV intends any subsequent procurement process to be conducted through the Victorian Government eServices Register. Accordingly, respondents are expected to be active and registered suppliers on the eServices Register at the time of responding to this EOI. How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
