Overview V/Line Corporation is providing advance forward notice of its intention to establish a panel of suppliers for plant and equipment hire. About V/Line Corporation operates regional public transport services within Victoria and is the sole provider of intrastate regional passenger rail services, including the Victorian regional railway network. Scope The proposed scope of the Plant and Equipment Hire panel includes, but is not limited to: General plant and equipment hire Earthmoving and civil construction plant Rail-specific plant and equipment Vehicles and transport equipment Forklift hire and material handling equipment Lifting equipment Power generation and utility equipment Other specialised plant, equipment and related services as specified by V/Line Contractor Requirements Interested tenderers intending to submit a tender bid will be required to submit a Fair Job Code pre-assessment certification as part of their tender submission Suppliers who do not meet this mandatory compliance criterion will not proceed to full tender assessment Further information: https://www.buyingfor.vic.gov.au/fair-jobs-code-suppliers-and-businesses Instructions to Tenderers This market approach will be conducted as an open tender, anticipated for release in late September or early October 2026, subject to internal procurement approvals. V/Line will release Advance Tender Notices on Tenders Vic. V/Line now uses Zycus as its procurement system for tender events. A new tender document for goods and services will be released on the Zycus platform, which is the only platform on which tender documentation will be available. Tender documentation will also be viewable via the Zycus Supplier Network (ZSN) portal, and V/Line will accept tender responses submitted via ZSN. How to access ZSN Active V/Line vendors should contact V/Line at procurementsystems@vline.com.au to request a unique ZSN registration link to create a ZSN account with V/Line. Vendors with an existing ZSN account linked to V/Line should log in using their existing login information Prospective V/Line vendors can click the supplied link to register an account on ZSN and create their company profile Viewing tender documentation After ZSN registration is complete, suppliers will be able to log in to ZSN and view the tender documentation from their ZSN account V/Line home page once it is released. Tender documentation will not be available to view before the release date. Submitting a tender response V/Line will only accept responses submitted via ZSN. Tenderers should log in to the ZSN portal during the tender open period to complete and submit their response.
