Overview Horsham Rural City Council (HRCC) will commission a Feasibility Study for the Horsham Aquatic Centre (HAC). Purpose The Feasibility Study is intended to provide recommendations to increase participation outcomes that improve the health, social and economic wellbeing of the Horsham municipality. Scope The scope includes: Development of recommendations relating to policy for the Horsham Aquatic Centre Development of recommendations relating to programmatic options for the Horsham Aquatic Centre Development of recommendations relating to investment prioritisation for the Horsham Aquatic Centre Development of recommendations relating to infrastructure delivery to support increased participation and programming Incorporation of Environmentally Sustainable Design considerations into recommendations Instructions to Tenderers Council is not bound to accept any or the lowest tender Late tenders will not be considered Electronic tenders will only be accepted through Council's e-Tendering Portal All enquiries regarding this tender must be submitted through the electronic portal Questions relating to this tender will be answered until 5:00 PM Wednesday 19th August 2026 Questions lodged after this time will not be responded to
