Overview Horsham Rural City Council is seeking to engage an independent consultant to develop the Horsham Youth Strategy 2027–2030 (RFQ Q11-2027), an evidence-informed strategy grounded in the voices, experiences and aspirations of young people aged 10–25 who live, work or study in the municipality. Scope The scope includes: Development of an evidence-informed youth strategy for 2027–2030, grounded in the voices, experiences and aspirations of young people aged 10–25 who live, work or study in the municipality Meaningful engagement and co-design with young people, supported by schools, community organisations, local businesses and service providers Establishment of a clear strategic direction and practical actions for the 2027–2030 period Instructions to Tenderers Quotations must be submitted electronically via Council's eProcure portal at https://app.eprocure.com.au/horsham-rural-city-council/ Electronic quotations will only be accepted through Council's eProcure Portal Council is not bound to accept any or the lowest quotation Late quotations will not be considered Enquiries All enquiries regarding this request for quotation must be lodged via the "question" option on the eProcure portal Questions will not be answered after Wednesday 11 November 2026 at 12 Noon
