Overview The Bureau of Meteorology (BoM) is undertaking this procurement to assess market capability for providing external third-party certification services to its Tsunami Warning Services (TWS), establishing compliance of the TWS quality management system (QMS) with the International Standard ISO 9001:2015 Quality management systems – Requirements. About The Bureau's Tsunami Warning Services (TWS) is currently certified, and the Bureau is seeking to procure third-party ISO 9001 services to meet its ongoing certification needs. This activity will allow the Bureau to assess the contemporary marketplace and identify a certification body with a sound appreciation and understanding of the Bureau's role nationally and internationally and its pursuit of high-quality outcomes. The Bureau currently has six quality management systems, including the TWS, that are certified in compliance with the International Organization for Standardization (ISO) Quality Management Standard ISO 9001. Objectives Identify and engage a JAS-ANZ Accredited ISO 9001 certification body with the knowledge, skills, and capability to effectively assess and certify the Tsunami Warning Services (TWS) quality management system to the requirements of ISO 9001 within the unique scientific, technical, and regulatory environment of the Bureau Scope The scope includes: Provision of third-party ISO 9001:2015 certification services to the Bureau's Tsunami Warning Services (TWS) quality management system Certification services covering the management and delivery of the Bureau's tsunami warning services by the Community Services Group (CSG) and its Programs, specifically the Environmental Prediction Services (EPS) Program, National Production Services (NPS) Program, and Decision Support Services (DSS) Program Contractor Requirements Be a JAS-ANZ accredited ISO 9001 certification body with the ability to provide high quality certification services to the Bureau as part of its regulatory and statutory obligations nationally and internationally, particularly those associated with the United Nations World Meteorological Organization (WMO) and the International Civil Aviation Organization (ICAO) Nominate suitably qualified QMS Lead Auditor(s), subject to agreement with the Bureau via interview if required, with the necessary skills to deliver external ISO 9001 audit services It is highly desirable that auditor(s) have a good understanding of the environmental context in which the Bureau operates, with practical experience auditing government agencies at Commonwealth and/or State level, particularly with emphasis on scientific or geoscientific services or a related industry sector, desirable but not mandatory Provide the resumes of potential auditor(s) for consideration and, as appropriate, allow the ability to interview prospective auditors Enquiries Contact: Julie, Procurement Officer Email: tenders@bom.gov.au
