About this tender

Overview The Country Fire Authority (CFA) intends to release a Request for Proposal (RFP) for the procurement, implementation and ongoing support of a contemporary Learning Hub solution consisting of a Learning Management System (LMS) and Student Management System (SMS) on 14 September 2026. CFA intends to seek proposals for either an SMS, an LMS, or a combined SMS and LMS, noting that CFA reserves the right to award the contract to one or more suppliers. Purpose To support its commitment to enhancing member experience, meeting RTO standards and delivering high-quality training, CFA is seeking a modern solution that delivers Student Management System (SMS) and Learning Management System (LMS) capabilities to create a positive learning experience for members and staff. Objectives Provide a scalable digital foundation for learning and capability development Strengthen operational readiness Improve training administration Enhance workforce capability insights Continue delivering effective emergency services to Victorian communities Scope The future Learning Hub (LMS and SMS capability) is planned to support the end-to-end management of learning and workforce capability across CFA. The scope includes: Learner administration Enrolment Scheduling Online and face-to-face training Assessment Competency management Certification Compliance and reporting Support for a diverse user community including employees, volunteers, contractors and external training participants Contractor Requirements The mandatory criteria are expected to include the following: Completion of Part D, The Offer Valid Fair Jobs Code Pre-Assessment Certificate Submission of Local Industry Development Plan (LIDP) Supplier registration on the Victorian eServices Register SMS registration on the AVETMISS compliance register Instructions to Tenderers The procurement is expected to include a multi-stage evaluation process which may include: Evaluation of RFP offers Targeted demonstrations (estimated multiple sessions of supplier effort demonstrating capability against defined use cases) Provision of a prototype to CFA (expected to be provided under contract) Nomination for award of substantive contract This Advance Tender Notice is provided for information purposes only and does not constitute a solicitation, offer or commitment by CFA to proceed with any procurement process.
