About this tender
Overview V/Line Corporation is seeking proposals from suitably qualified and experienced Tenderers for the provision of Track Maintenance and Rail Surface Improvement services, comprising Maintenance Tamping Services, Rail Milling Services and Rail Grinding Services (TMG), across the Victorian Country Rail Network. Tenderers may submit proposals for one or more of the above service categories. Purpose This procurement aims to establish reliable service arrangements that support the ongoing maintenance, renewal and optimisation of V/Line's rail infrastructure assets, ensuring safe, efficient and sustainable railway operations. Scope The scope includes the following service categories: Maintenance Tamping Services Rail Milling Services Rail Grinding Services Contractor Requirements Demonstrated capability, experience, resources, safety performance and technical expertise necessary to deliver the relevant services across the Victorian Country Rail Network in accordance with V/Line's operational, safety and performance requirements All services must comply with the definition of Construction Services under the Ministerial Directions and Instructions for Public Construction Procurement (MDPCP) Tender Briefing V/Line will host an optional online supplier briefing for the Maintenance Tamping, Rail Milling and Rail Grinding Services Request for Tender. The session will outline the opportunity, scope and work categories, the procurement process (including lodgement requirements), evaluation approach, and next steps. Attendance is optional and does not form part of the evaluation. Slides will be shared with registrants after the event via Zycus. Instructions to Tenderers V/Line has released the tender document for this opportunity on the Zycus platform. This is the only platform on which tender documentation will be available. V/Line has introduced the Zycus Supplier Network (ZSN) portal, a secure online platform enabling suppliers to engage with V/Line digitally. Tender documentation is available to view via the ZSN portal, and V/Line will only be accepting tender responses submitted via ZSN. How to access ZSN Active V/Line vendors should contact V/Line at procurementsystems@vline.com.au to request a unique ZSN registration link to create a ZSN account with V/Line. Vendors who already have a ZSN account linked to V/Line should log in using their existing login information. Prospective V/Line vendors can register an account on ZSN and create their company profile. Viewing tender documentation After ZSN registration is complete, tenderers will be able to log in to ZSN and view the tender documentation when it is released, late May 2026, from their ZSN account V/Line home page. Tender documentation will not be available to view until the release date. Submitting a tender response V/Line will only be accepting responses submitted via ZSN. Please log in to the ZSN Portal during the tender open period to complete and submit a response. V/Line will release Advance Tender Notices on TendersVic, while tenders will be available via the ZSN portal and will not be hosted on the TendersVic platform.
