About this advance notice

Overview North East Water is seeking to engage a suitably qualified principal contractor under a design and construct contract to provide a fit for purpose recycled water product for the Rutherglen urban reuse scheme, reducing risks to human health and the environment as far as reasonably practicable while maintaining affordability for its customers. Scope The proposed works under this RFT include: Addition of a new tertiary treatment plant to improve recycled water quality from Class C to Class B Dissolved air flotation (DAF) treatment for algae, solids and phosphorus removal Chemical dosing Disinfection with UV and chlorination Recycle pumps and lift pumps Buffering tank New 40 l/s DAF feed pump station New 40 l/s reuse transfer pump station New 1ML reuse storage tank and pump station at Rutherglen Golf Course Contractor Requirements The Principal Contractor must have a supplier management system that is fully certified by a certifying body against one of the standards or assurance systems listed by both the Department of Treasury and Finance (DTF) and Worksafe For tenders under $500,000, the tenderer must be able to demonstrate compliance with the DTF's 12-point evaluation criteria (a detailed guide on the mandatory OHS management criteria is available on the DTF's Practitioners Toolkit Document Library page) Tenderers must have one of the following approved OHS assurance systems, independently certified or audited for currency, to be eligible to participate in this tender: 'Safety Map', Civil Contractors Federation Management Code, Australian Government Building and Construction WHS Accreditation Scheme, or ISO 45001:2018 Occupational Health and Safety Management Systems North East Water encourages contractors to undertake the DTF's prequalification process to enable registration for construction and/or construction related services on the Construction Contractors Register, which the Victorian Government and public bodies such as North East Water may use to shortlist contractors for public construction and construction related services tenders Instructions to Tenderers This is an Advanced Tender Notice only. North East Water will not be engaging individual suppliers for this project; purchasing of components and products will be completed by the Principal Contractor who will be the successful tenderer.
