Overview The Department of Government Services (DGS) intends to establish a panel or managed services arrangement of suitably qualified suppliers to deliver Salesforce-related professional and managed services for digital and technology projects. This is an Advanced Tender Notice intended to provide advance visibility to the market only. It does not constitute a formal solicitation or commitment to commence a procurement process. Any procurement arising from this notice will be subject to internal approvals and the release of formal documentation. Information contained in this notice may change at the discretion of DGS. Purpose The purpose of this procurement is to establish a flexible and scalable arrangement that enables DGS to engage suppliers with demonstrated Salesforce capability to support the delivery of technology initiatives efficiently and consistently. Objectives The objectives of the arrangement are expected to include: Improving access to prequalified Salesforce delivery partners Supporting timely mobilisation of delivery squads or specialist resources Ensuring consistent service quality and delivery outcomes Reducing procurement lead times for future project engagements Enabling DGS to respond to changing business and platform delivery needs Scope The services are expected to support the design, build, enhancement, integration, support and delivery of Salesforce-based platforms and associated services. This may include project-based work, team-based delivery, and access to specialised capability to support departmental priorities. Indicative Service Categories The scope includes: Salesforce solution design and architecture Salesforce implementation and configuration Salesforce development and customisation Systems integration and API services Testing and quality assurance DevOps / release support Business analysis and functional consulting Project delivery and scrum / agile delivery services Platform support and continuous improvement Data migration and reporting Engagement Duration Individual work packages, task orders or project engagements may vary in duration depending on business needs, project scope and funding approvals. Location and Delivery Services are expected to support DGS operations in Victoria. Delivery may be performed from supplier premises, DGS offices, or in a hybrid model, subject to project requirements and departmental policies. Eligibility Interested suppliers must be registered under the eServices Register State Purchase Contract to be eligible. See: https://www.buyingfor.vic.gov.au/eservices-suppliers Contractor Requirements Suppliers may be required to demonstrate Experience delivering Salesforce technology projects in complex enterprise or government environments Access to appropriately qualified and experienced Salesforce professionals Capability to provide multidisciplinary delivery teams or squads Experience in agile delivery methods Ability to meet relevant security, privacy and information management obligations Ability to work collaboratively within a government governance and assurance environment Desirable Requirements Demonstrated experience delivering services for Victorian Government or broader public sector organisations Local delivery capability within Victoria or Australia Experience across multiple Salesforce clouds or products Capability to support both project delivery and ongoing platform enhancement/support Knowledge transfer and uplift of internal capability Contract Terms and Conditions Estimated contract term: an initial term of 2 years, with 2 optional extension periods of 1 year each, up to a maximum total term of 4 years This procurement may be subject to the Local Jobs First Policy, with further details to be included in any formal approach to market documentation if applicable Social procurement objectives may be considered as part of the formal procurement process, in line with Victorian Government policy The arrangement may include service performance measures, key performance indicators (KPIs), service levels and reporting requirements to support effective contract and supplier performance management Instructions to Tenderers Suppliers should submit expressions of interest to Andrew Morrison before 5pm on 21 September 2026 at andrew.morrison@service.vic.gov.au, including high-level details of their organisation's capability to meet the requirements described in this notice.
