Electrical Works Panel V/Line Tender Reference VLPRJ1173 Provision of Electrical Works to facilitate and support activities across the network. V/Line Pty Ltd operates regional public transport services within Victoria and is the sole provider of intrastate regional passenger rail services including the Victorian regional railway network. Under this arrangement, V/Line intends to establish a panel of contractors to provide Electrical Works on an as-needed basis for the Victorian Intrastate Country Rail Network. Typical Labour requirements for work categories include: Light & Power Data & Comms Security (CCTV, Alarm Systems) Solar Panel Systems Pole replacement & Treatment New Electrical Power Connection High voltage works (optional) Bidders must demonstrate that they can provide a fully resourced Electrical Works Team. A typical team is expected to meet the following requirements: Hold a Registered Electrical Contractor (REC) licence issued by Energy Safe Victoria. Employ A‑Grade licensed electricians with Certificate III in Electrotechnology and Rail Industry Worker (RIW) accreditation. Maintain a Risk Management Plan, including a designated technical supervisor responsible for ensuring compliance with all applicable rules and regulations for each project. Be authorised to issue Certificates of Electrical Safety (COES) for all completed works. Provide JSEA or Safe Work Method Statements (SWS) demonstrating safe systems of work. Maintain compliance with the V/Line Supplier Pre‑Qualification Program through Avetta, supporting V/Line’s requirements for safety, environmental management, quality, insurance, and financial/operational sustainability. Minimum Personnel Qualifications for Electrical Works a) Mandatory qualifications and competencies: Electrician’s Licence (A) Registered Electrical Contractor (REC) Rail Industry Worker (RIW) Card TLIF2080 – Safely Access the Rail Corridor (Level 1 TTSA) b) Additional qualifications (as applicable): Restricted Electrical Worker’s Licence (REL) Switchgear Worker’s Licence (SW) Supervised Worker’s Licence (L) Licensed Electrical Inspector (LEI) Electrician (Supervised) Worker’s (ES) High Voltage Switch Operator Licence Occupier’s Licence (O) High‑risk work licences (e.g., Working at Heights, EWP) Other relevant trade licences (e.g., EWP, forklift) Please refer to the following section for the actions required should you wish to participate in the tender process.
