Wombat Crossing Construction - Harcourt

Overview Mount Alexander Shire Council is seeking a contractor to construct a raised pedestrian crossing (Wombat Crossing) on Market Street, Harcourt, as part of a broader program of pedestrian safety improvements across Castlemaine and Harcourt. About Mount Alexander Shire Council is delivering a range of pedestrian safety improvements across Castlemaine and Harcourt to create safer, more accessible streets for people walking throughout the municipality. These works are funded through the Victorian Government's Safe Local Roads and Streets Program. Purpose The objective of this project is the construction of a raised pedestrian crossing (Wombat Crossing) on Market Street, Harcourt. The works are intended to improve pedestrian safety by providing a dedicated crossing point with enhanced lighting to increase visibility for both pedestrians and road users. Scope The Works are to be undertaken in accordance with the Project Brief, Technical Specifications, Drawings, and the General Conditions of Contract under the Maddocks Minor Works Contract. The contract scope of the works includes, but is not limited to, the following: Site management, supervision, mobilisation, establishment and demobilisation of the site Preparation, implementation and ongoing monitoring of all Traffic Management Plans (TMPs), Traffic Guidance Schemes (TGSs), and associated traffic management measures necessary for the execution of the Works Obtaining all required approvals, including Memoranda of Authorisation (MOA) from Mount Alexander Shire Council where traffic lane closures are required prior to the commencement of Works Management of pedestrian movements throughout the construction period, including the provision of safe, accessible pedestrian routes and pedestrian traffic management measures in conjunction with the approved TMP Preparation and implementation of a Construction Management Plan (CMP) incorporating Traffic Management, Environmental Management, Occupational Health and Safety (OH&S), Quality Assurance and Site Management requirements Identification, location, proving and protection of all utility services and assets within the Works area prior to and during construction Site survey, set-out and verification of existing conditions and levels as required to complete the Works Site preparation, including clearing, grubbing, removal and disposal of unsuitable materials where required Removal and lawful disposal of existing asphalt pavement, footpaths, line marking, tactile ground surface indicators (TGSIs), kerb and channel, and other infrastructure as shown on the Drawings Extension and reconstruction of kerb and channel to match existing profiles and levels in accordance with the Drawings Construction of the raised pedestrian crossing (Wombat Crossing), including pavement, kerbing, approaches and associated civil works as detailed on the Drawings Construction of new concrete footpaths, including all excavation, subgrade preparation, concrete paving, tie-ins and reinstatement works, to provide continuous pedestrian connections between the proposed raised pedestrian crossing and the existing footpath network on both sides of Market Street, as detailed on the Drawings Undertaking all civil works, as per Powercor requirements, associated with the proposed pedestrian crossing lighting, including trenching, excavation, conduit installation, pit installation, pole installation, marker tape, backfilling and reinstatement, to facilitate subsequent electrical works by Powercor and/or its nominated contractor Undertaking any drainage adjustments or minor drainage works required to accommodate the proposed crossing and tie into existing infrastructure Supply and installation of Tactile Ground Surface Indicators (TGSIs) in accordance with the Drawings and relevant Australian Standards Supply and installation of all signs, line marking, road marking and associated traffic control devices shown on the Drawings Quality assurance, testing and certification of materials and completed Works in accordance with the Specifications Reinstatement of all disturbed areas, including road pavements, footpaths, verges, table drains, nature strips and any other affected infrastructure Maintenance of the Works and temporary reinstatements until Practical Completion Site clean-up, removal of surplus materials and reinstatement of the site to the satisfaction of the Superintendent Preparation and submission of as-constructed records and any other documentation required under the Contract Rectification of defects identified during the Defects Liability Period Contractor Requirements The Contractor will be required to accommodate significant pedestrian movements within the project area throughout the construction period, and tenderers should ensure their proposed traffic management arrangements adequately address pedestrian access, safety, and movement during the delivery of the works
