Overview The City of Perth is seeking tenders from suitably qualified and experienced contractors to undertake construction of the Claisebrook Cove Revitalisation Stage One project. The Works Under Contract (WUC) include all hard and soft landscape, hydraulic infrastructure, civil, electrical, structural and irrigation works associated with the project. The City of Perth encourages Aboriginal and Torres Strait Islander businesses, as well as disability organisations, to tender for work with the City. Purpose Central to the WUC is the redevelopment of the Lake. In addition to its aesthetic amenity and habitat value for wildlife, the Lake's primary function is to store water for irrigating public open space across the Claisebrook neighbourhood. The primary water source for the Lake is harvested stormwater pumped from the Claisebrook Main Drain. Water quality is currently inconsistent with high turbidity levels, and the shallow depth of the Lake contributes to elevated water temperatures, requiring significant ongoing maintenance including manual removal of weeds and algae. As part of the redevelopment, the Lake will be deepened to help reduce water temperatures and increase storage capacity for irrigation, enabling the City to capture greater volumes of stormwater from the Claisebrook Main Drain. The City is separately constructing an irrigation transfer main connecting the Lake to Lake Vasto in Ozone Reserve to support irrigation across Claisebrook and provide water to Lake Vasto. Construction of the transfer main itself is not included within the WUC of this project. Objectives The Claisebrook Cove Revitalisation (Stage 1) works are to be delivered in line with the City's sustainability objectives for the project, which are embedded within the contract documentation and have a particular focus on: The reuse of existing site materials and/or recycled materials wherever practicable The proximity (within 5km of the site) of the contractor's proposed location to salvage, store, clean and repurpose existing site materials for reuse The use of recycled materials where possible The protection and retention of all existing trees during construction, except where removal has been expressly approved The reduction of reliance on grid-supplied energy, including installation of on-site solar infrastructure integrated into the custom shade structure Increasing the use of harvested stormwater to reduce dependence on scheme or groundwater allocations for irrigation Scope In addition to the Lake upgrades, the surrounding public realm will be revitalised with new boardwalks, playground, picnic facilities, pathways, lighting and furniture elements. The works are to be undertaken in a staged construction sequence that minimises impact on nearby residents and businesses. The WUC include, but are not limited to, the following components of work: Temporary Irrigation System Service investigation for the alignment of temporary irrigation mainline indicated on drawings 19094-01 and 03, with alignment to be confirmed following the service investigation Construction of a new temporary pump to the stormwater harvesting offtake system as detailed on drawing 19094-01 Construction of a surface laid temporary pipe network from the current lake fill pipework to the existing Lake Vasto transfer main as detailed on drawing 19094-01, with the temporary pipe secured and protected within the worksite for the duration of the installation Construction of a surface laid temporary irrigation pipe network along the base of Lot 502 (Waterbank), 3 Trinity Avenue, East Perth, to connect into the existing irrigation main, including the requirements outlined within clause 6.6 Decommissioning and removal of the temporary irrigation pipe network and making good all landscaping following commissioning of the new system Claisebrook Main Drain Stormwater Harvesting Offtake System Obtaining APRA submission for approval of works within the Claisebrook Main Drain from Water Corporation Undertaking modifications to the existing offtake system located inside the Claisebrook Main Drain as detailed within the contract drawings Installing a replacement GPT unit, new wet wells and harvesting pumps for the stormwater harvesting system as detailed within the contract drawings Claisebrook Lake and Parkland Upgrades New rising main from the harvesting pump station to the Lake bioretention bed, including service investigations prior to directional boring under Plain Street Demolition and dewatering of the existing Lake and associated infrastructure, while keeping infrastructure required for the temporary irrigation system in place until the new irrigation systems are commissioned Cut and excavation around the embankment of the Lake to establish new footpaths and boardwalks Earthworks and reconstruction of the Lake with new liner and edge treatments as per drawings and specifications Construction of a raised bioretention bed north of the Lake Refurbishment of the Turtle Fountain at Fielder Street, including construction of a weir to allow water to flow into the ornamental channel (Greenway Stream) Earthworks and re-shaping of the ornamental channel from Fielder Street down to the Lake, including new concrete liner, cladding, boulders and bioswale planting Relocation and construction of new below-ground wet wells and a break tank with pumps for the Lake, Greenway Stream, fountains, irrigation and the Lake Vasto transfer main Installation of a utility shed and all water treatment equipment as per drawings and specifications New rising main from the wet well pump station west of the Lake to the source fountain and ornamental channel (Greenway Stream), including service investigations prior to directional boring under Brook Street Replacement of the surface aerator/fountain within the Lake with the addition of new subservice mixers as per drawings and specifications Lifting and relaying of existing pavement as per drawings New in-situ low carbon concrete pavements as per drawings and specifications Construction of play and park amenity space Upgraded irrigation network as documented Installation of new pedestrian boardwalks, bridges, site furniture, park shelters and a custom shelter Supply and installation of solar panels to the custom shelter with an inverter system as per specifications New feature lighting, and new pole and/or relocated pole lighting New timber pathway connection and stairs from Brook Street down into the parkland New and amended soft landscaping Refurbishment of the ornamental channel and cascading water feature east of the Lake down to Claisebrook Cove, including within the Plain Street underpass Construction of a sump pump, associated rising main infrastructure and pump chamber to create a closed loop water feature system at the base of the cascading water feature back into the stormwater harvesting wet well/pump station Construction of a new weir to the base of the cascading water feature Extension of Lake Vasto Transfer Main Relocation of all existing infrastructure associated with the Lake Vasto transfer main to the new wet well location Extension of the current Lake Vasto transfer main to the new wet well location Decommissioning and removal of the old wet wells once the new wet wells/pumps are operational Exclusions from the Works Under Contract Supply and installation of communications fibre and CCTV cameras: the Contractor is to install only the communications conduits, communications pits and outreach arms for CCTV, and must coordinate with the City's fibre and CCTV contractor as required for them to complete their works The standard City suite of furniture (picnic tables, benches, drinking fountains and bike racks) is to be Principal supplied by the City, with the Contractor to collect the items from the City's Osborne Park warehouse and install them on site, and to return existing site furniture to the City's depot in Osborne Park as directed by the Principal Existing litter bins are to be removed, cleaned and stored for reinstallation on site at new locations as proposed; all other furniture noted on the Landscape Hard Works plans is to be supplied and installed by the Contractor The artwork located at the base of the two Melaleucas within the existing Greenway Stream (shown in Figure 3) will be removed by the City prior to commencement of the project and reinstated by the City following completion of the Greenway Stream reconstruction works; protection and reinstatement of all other artworks, as outlined in clause 7.1 and documented within the landscape drawings (Annexure A), is included within the WUC Contract Terms and Conditions The City requires completion of the project by the end of April 2028 Initial site possession is anticipated to be in mid-January 2027 The works are to be undertaken in a staged construction sequence that minimises impact on nearby residents and businesses Instructions to Tenderers The City is
