About this tender

Overview The Public Transport Authority (PTA) of Western Australia is seeking a contractor to design and construct maintenance walkway improvements for rail bridges at Fremantle (Priced Option) and Stokely (Canning). About The PTA requires to address identified safety and access risks associated with inspection and maintenance activities on railway bridge assets. The majority of existing bridge configurations occupy the full width of the structure, providing limited or no refuge space for maintenance personnel during train operations, presenting a significant safety risk to workers undertaking inspection and maintenance activities. Current access arrangements predominantly rely on static line systems and temporary scaffolding. In several locations, these systems are approaching end of life and do not fully comply with current Australian Standards. Additionally, their use necessitates track closures, restricting maintenance activities to non-operational train hours and creating increased operational constraints and inefficiencies. Objectives The procurement of permanent maintenance walkways is intended to deliver the following key outcomes: Reduce the risk of injury or fatality by providing safe, compliant, and reliable access to railway bridge assets Improve operational efficiency and reduce whole-of-life maintenance costs Minimise disruption to rail operations by reducing reliance on track closures and out-of-hours work Ensure compliance with the Public Transport Authority Act 2003 Support alignment with the PTA Strategic Plan 2025–2030 Ensure compliance with the Work Health and Safety (General) Regulations 2022 Ensure compliance with the Rail Safety National Law (WA) Act 2015 and the requirements of the Office of the National Rail Safety Regulator (ONRSR) Support broader PTA safety, asset management, and operational initiatives Scope The scope includes: Principal's Project Requirements Design, supply, installation, testing, commissioning, and handover of new maintenance barrier walkways for the Fremantle (Priced Option) and Stokely Rail Bridges All associated civil, structural, safety, earthing and bonding, access provisions, and temporary works, undertaken while maintaining live rail operations Design Services Undertaking site investigations prior to commencing detailed design (3D scans of the existing bridges are available) Developing design documentation in accordance with the PTA EM4P process, including Reference Design (15%), Detailed Design (85% & 100%), and Issued for Construction (IFC) Design Delivering structural design for walkways, handrails, abutments, ramps, retaining structures, and all associated connections, with preference given to clamped connections that do not reduce the existing bridge capacity Assessing the integrity, stability, and fatigue performance of the existing bridge structures, including updating bridge load ratings to account for additional loads Designing all required temporary works to support staged construction Conducting Safety in Design (SiD) workshops, maintaining a hazard register, and producing SiD reports at each design stage Arranging independent design verification at the 85% design stage Incorporating appropriate aesthetic considerations, given the prominent location of the bridges Construction and Installation Supplying and installing steel maintenance walkway structures, including hot-dip galvanised steelwork, fixings, and welds, in compliance with relevant PTA and Australian Standards Installing handrails, anti-climb systems, signage, line marking, and static line/fall arrest systems Designing, installing, testing, and commissioning earthing and bonding systems in accordance with PTA Specification 8880-900-677 for 25 kV AC electrified rail environments Undertaking modifications to ground levels, abutments, ramps, and earth-retaining structures as required Providing all temporary works, access solutions, and safe working platforms necessary for construction activities Identifying, protecting, relocating, or removing any existing services impacted by the works Reinstating any rail infrastructure or third-party assets affected or damaged during the works Tender Briefing and Site Inspection A site visit and a briefing session will be held for all potential Respondents. Date: Monday, 26 October 2026 Time: 9:00 am Location: Public Transport Centre, 116 West Parade, Perth Respondents intending to attend the briefing session must contact the enquiries officer nominated on page 1 of the Request to register, by no later than Friday, 23 October 2026.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
