Hillarys-Kallaroo Foreshore Reserve Detailed Adaption Options Assessment

Overview The City of Joondalup is seeking quotations from suitably experienced and resourced consultants to deliver a multi-criteria analysis and feasibility assessment of viable long term coastal adaptation options to control erosion along the Hillarys-Kallaroo Foreshore Reserve. Scope The scope includes: Holding a preliminary meeting with City officers to establish the objectives and approach Conducting a literature review of local ocean conditions (wind, wave, swell, bathymetry) and beach characteristics specific to the Hillarys-Kallaroo Foreshore Reserve, including sediment transport and potential long-term trends such as climatic change and sea level rise (references will be provided) Reviewing previous research and studies related to coastal monitoring, coastal hazard assessment and adaptation options to manage erosion in this sector, including innovative or alternative options, both hard and soft infrastructure or a combination thereof Assessing the current erosion of the Hillarys-Kallaroo Foreshore Reserve in terms of the long-term shoreline trend Identifying potential coastal adaptation pathways and options suitable for the Hillarys-Kallaroo Foreshore Reserve and any approvals required, including consideration of adaptation measures from the State Planning Policy No. 2.6 adaptation hierarchy of avoid, retreat, accommodate and protect, with combinations of options considered over the short, medium and long term Assessing the effectiveness and feasibility of the identified adaptation options and pathways by multi-criteria analysis or other form of analysis producing a best overall comparison between options, including for each option the impacts to the shoreline, downdrift impacts, technical suitability for the specific location, applicability considering future sea level rise, capital and maintenance costs, and environmental and social impacts (including community use and values) Producing concept layouts of the options tested and carrying out cost estimates at feasibility level Assessing and determining current and future sand deficits and sand movements, and making recommendations on appropriate sand bypassing or sand nourishment volumes required annually in the short (25 years), medium (50 years) and long (100 years) term to maintain beach amenity and use at the Hillarys-Kallaroo Foreshore while the CHRMAP is under development, with recommendations to also consider maintaining the amenity of Sorrento Beach Meeting with City officers to provide an update on project progress and producing an interim project report Compiling a draft report for comment by City Officers, which may also be reviewed by the City's CHRMAP Technical Steering Group Compiling a final report incorporating City comments, including the outcomes from the research, multi-criteria analysis, feasibility assessment and scenario modelling outcomes (including recommendations, timeframes, trigger points and cost estimates of adaptation options and pathways implementable in the short, medium and long term), an Implementation Plan, estimated sand nourishment volumes required to maintain beach amenity across short, medium and long term timeframes, and coastal vulnerability mapping and spatial data Instructions to Tenderers Quotation documents are available from Monday, 31 August 2026 and can be downloaded via the City's e-Procurement portal: https://portal.tenderlink.com/joondalup RFQ lodgement is via the City of Joondalup e-Procurement Portal: https://portal.tenderlink.com/joondalup Canvassing of Elected Members will disqualify Respondents from further consideration.
