This Tender is invited by the Issuer. Overview The Department of Infrastructure, Transport, Regional Development, Communications and the Arts is seeking a suitably qualified delivery partner to implement the Indian Ocean Territories (IOT) Digital Modernisation Project across Christmas Island and the Cocos (Keeling) Islands. The engagement comprises integrated discovery, detailed design, implementation, migration, testing, transition and hypercare services supporting the modernisation of ICT services across the Indian Ocean Territories. Purpose The Department has established a preferred architecture direction based on Microsoft 365, Azure, Zero Trust principles, modern endpoint management, cloud-first service delivery and a separately governed OFFICIAL environment. Respondents should maximise reuse of Department-approved platforms, architecture patterns and operational practices while identifying and justifying any proposed departures. Scope The procurement includes: Workstream 1 – Digital Modernisation and Migration Services Discovery, requirements validation and detailed design Establishment and configuration of an OFFICIAL Microsoft 365 environment and approved Azure services Microsoft Entra ID, Intune and endpoint-management implementation Windows 11 deployment and application remediation Application assessment, dependency analysis and treatment planning Migration, remediation or stabilisation of approved applications SharePoint Online information architecture and intranet capability Change management, communications, training and user adoption Testing, cutover, transition and hypercare Option A – Document and Records Migration (separately priced optional component) Assessment and migration of approved information holdings from four existing file repositories to SharePoint Online and Microsoft 365, including information governance and records-management controls Workstream 2 – Critical Services Edge Capability and On-Island Infrastructure Modernisation Design and implementation of a minimal distributed cloud edge capability supporting approved critical medical applications and information Validation and recommendation of workload placement, local survivability requirements, synchronisation models, recovery arrangements and disconnected operating procedures Definition and implementation of local compute, storage, networking, backup, monitoring, management and security services required to sustain critical medical services Design and validation of synchronisation, reconciliation, recovery and failback arrangements following restoration of connectivity Site surveys and validation of network, telecommunications, communications room, rack, power, environmental and infrastructure dependencies required to support the edge capability Modernisation and standardisation of local network, wireless and telecommunications services where required to support the approved future-state architecture Implementation of Intelligent Local Network Access and supporting access controls to approved local resources and edge services Improvements to monitoring, resilience, recoverability and operational support arrangements Preparation of operational documentation, transition activities and support arrangements for the completed edge environment Optional Out-of-Band Management Capability Assessment, design and separate pricing for resilient out-of-band device and power management capabilities Respondents must provide procurement-ready specifications, bills of materials, implementation services and supporting documentation, as the Department will generally procure standard hardware, enterprise licences, cloud subscriptions and carrier services directly. Contractor Requirements Demonstrated relevant experience in edge computing, critical-service continuity, health-sector environments, distributed systems or comparable highly resilient operating environments Demonstrated capability across Microsoft 365, Azure, Entra ID, Intune, Windows 11 deployment, application migration, information migration, enterprise networking, cyber security, transition to managed services, and delivery within remote and operationally critical environments
