Panel Contract for the Provision of 2nd Party Audit Services for Western Australian Heavy Vehicle Accreditation (WAHVA) BACKGROUND In Western Australia operators of certain types of Restricted Access Vehicles (RAV’s) are required to be accredited under Western Australian Heavy Vehicle Accreditation (WAHVA) in order to gain the necessary approvals to operate on the road network. WAHVA requires that all operators are regularly audited by a 3rd party auditor, who is required to assess the operators’ systems and certify that all minimum requirements have been met. In addition, Main Roads WA also conducts a programme of 2nd party “Random” and “Triggered” audits designed to give Main Roads WA confidence of the level of compliance being obtained by transport operators. 5% of operators are randomly audited per financial year.
