Request for Proposal - Advanced Manufacturing and Technology Hub (AMTECH) Anchor Tenant

Overview The Western Australian Government has committed $55 million under the Made in WA Plan to support an anchor tenant to develop an advanced manufacturing facility at East Picton that will support the State's energy transition and economic diversification. The Department of Energy and Economic Diversification (DEED) is seeking proposals from industry to elect to become the anchor tenant of the Advanced Manufacturing and Technology Hub (AMTECH). The successful respondent will establish and operate an advanced manufacturing facility that strengthens local industry capability, supports regional development, and delivers long-term economic benefits for Western Australia. Purpose The purpose of this Request for Proposal (RFP) is to: Invite Respondents to submit a proposal for the development and operation of an advanced manufacturing facility in Picton Provide Respondents information to assist in the preparation and lodgement of a proposal Outline the incentives available from the State to Respondents Guide the preparation of Proposals by setting out the information that needs to be included in submissions, the process for submitting Proposals, the evaluation criteria against which the RFP responses will be assessed, and the Terms and Conditions applicable (Attachment 1) Objectives This project is part of the WA Government's commitment through the Made in WA Plan to making more things here, and broadly supports the State's goal of becoming a renewable energy powerhouse. The project's objectives are: Strengthen Western Australia's advanced manufacturing capability and industrial capacity by supporting the establishment of innovative, scalable and globally competitive manufacturing operations Grow local manufacturing supply chains by increasing the production of Western Australian-made components for clean energy, transmission infrastructure and other strategic industries Drive economic diversification and regional development through increased investment, value-added manufacturing, and the creation of skilled jobs in Western Australia Deliver long-term economic and social benefits by supporting the development of economic growth and creating opportunities for the South West Scope The scope includes: Development and operation of an advanced manufacturing facility at the AMTECH precinct, East Picton, as anchor tenant Establishment of a facility that strengthens local industry capability, supports regional development, and delivers long-term economic benefits for Western Australia Funding The WA Government will support the establishment of an anchor tenant manufacturing facility at the AMTECH precinct. Respondents may submit proposals that include requests for State support, offered within the bounds of the State's committed funding envelope, to assist in the construction of a manufacturing facility. Other support requests may be submitted for consideration. Access to Land Lease-based access to a site of up to 5 hectares, located on Giorgi Road, East Picton (State support in relation to other land holdings will not form part of this process) Industrial Development zoned, under the Shire of Dardanup's Local Planning Scheme No. 9 Construction-ready (cleared and levelled) Connection to power Suitable road access to the site from existing road infrastructure Long lease terms (10 to 30 years) with concessional conditions upon negotiation, which may include discounted lease rates and/or rent-free periods and potential sub-leasing arrangements The State is willing to consider providing the source land via a nominal lease arrangement, with Respondents required to confirm the desired length and any special terms and conditions they would propose in the agreement. Approximately $7 million has already been allocated by the State to develop the anchor tenant site, including earthworks, connection to power, Development Approvals and planning. The land will remain the property of the State and will be subject to a ground lease agreement between the State and the Preferred Respondent. The lease and its terms will be subject to approval of DevelopmentWA and its Board, and any other relevant Government approvals. DevelopmentWA reserves its right to make further amendments to the lease. Infrastructure Support Contribution Financial support is available within the bounds of the allocated $55 million, which includes funds already spent on land development (total $48 million remaining), for the following: Grant funding for development of the facility and related infrastructure construction (for example, hardstand, laydown areas, built-form facility) Grant funding for fit out and other mobilisation costs Financial support may be provided using different mechanisms and Respondents will need to detail their requested funding quantum and mechanism(s). Any Funding Agreement shall contain the conditions of the grant and performance obligations agreed between the parties. Financial support will be subject to the negotiation and execution of agreements with one or more relevant WA Government agencies and the Minister for State Development. Other Support Requests This process does not constitute a commitment or guarantee of a future pipeline of work, however the WA Government may facilitate introductions and engagement with State Government agencies and enterprises that may have demand for the goods produced by the Anchor Tenant. Any future procurement by those entities will remain subject to their usual technical, commercial and operational requirements. Respondents are encouraged to clearly articulate their final position on each of the items listed in relation to State support, as outlined further in Section 5.3.5: Government Support Sought, and note any other material Commercial Terms they propose to be included and assessed. The mechanism and total quantum of WA Government's support will depend on: The merit of the Respondents' proposals related to the evaluation criteria in Section 5 The amount and type of support sought by the Respondent Demonstration of value for money Respondents' financial commitment as a share of the total project cost The final quantum, timing, conditions precedent, and milestone conditions remain subject to review and approval. Instructions to Tenderers The RFP process is administered by the Department of Energy and Economic Diversification (DEED) on behalf of the State of Western Australia. This includes evaluating Proposals for the delivery and operation of the advanced manufacturing facility, in collaboration with other relevant government agencies, and recommending a Preferred Respondent. The State reserves the right to select, shortlist or reject any and/or as many Proposals at its sole discretion. Any discussions between Respondents and the State before the release of this RFP should be treated as preliminary only. This RFP document supersedes any information previously provided and only information included in this RFP should be relied upon for preparing a proposal. Tender Briefing and Site Inspection An online briefing session will be held for prospective Respondents. Potential Respondents are strongly encouraged to attend this non-mandatory industry briefing, to be hosted by DEED and DevelopmentWA via Microsoft Teams.
