Request for Quotation: Trails Masterplan for the Shire of Ravensthorpe

Overview The Shire of Ravensthorpe invites submissions from suitably qualified consultants to prepare a Shire-wide Trails Masterplan. The Masterplan will guide the future planning, development, management and promotion of walking, cycling, shared-use and other agreed trail opportunities across the Shire. Scope The scope includes: Delivery of a Shire-wide Trails Masterplan that considers existing and potential walking, cycling and shared-use trail opportunities, and is strategic, spatial, evidence-based and suitable for adoption by Council, grant applications, asset planning and future detailed design briefs A review of literature to inform the project, including the WA Strategic Trails Blueprint, WA Mountain Bike Strategy, WA Hiking Strategy, Trails Development Series and other relevant material A scorecard review of the Shire of Ravensthorpe 2013 Trails Master Plan, including which items were implemented or constructed and which were not progressed but deemed important to the community, referencing trails plans from adjacent local governments and the Fitzgerald River National Park Community consultation, including at least two workshops (one early in the process and one to test the findings of the report), one stakeholder workshop, a community/open survey, and Aboriginal specific consultation session(s) A trail audit identifying all existing trails on a map and describing the quality of each trail and the works required Consideration of trail types informed by the community and agreed by the Community Consultative Committee (CCC), including hike, bridle, paddle, MTB, cycling and ORV, to be decided by the CCC Development of a map of the Shire and surrounding local governments showing existing trails to be retained and a conceptual indication of trails to be developed Recommendations on the length, types, classifications and characteristics of trails to be developed, including cost estimates, priorities, staging and linkages across local government boundaries where relevant Recommendations on general matters, including other plans required (such as a signage plan), governance of the trail system for the Shire, responsibilities for maintenance and management, and business engagement Preparation of a final report with recommendations and implementation priorities Contractor Requirements Demonstrated experience in trails planning Demonstrated experience in community engagement Demonstrated experience in walking and cycling network planning Demonstrated experience in mapping Demonstrated experience in concept development Demonstrated experience in implementation planning Instructions to Tenderers RFQ documents are available for view or download, or by contacting the Shire of Ravensthorpe.
