The Road Safety Commission (RSC) with the support of Main Roads Western Australia (MRWA), is preparing to deploy roadside devices aimed at improving driver speed compliance on roads around school zones, children crossing and other road sections where new speed limits have been introduced and/or speed compliance issues have been identified. The project will involve the deployment of Speed Indication Devices (SID) that provide real-time feedback to drivers regarding their speed within the designated zones. These signs are triggered by passing vehicles and automatically display a warning message if a driver exceeds the school zone speed limit or posted speed limit, reminding motorists to slow down. A range of vehicle detection and activation technologies may be considered for implementation. Signs installed within school zones will operate during designated school zone hours to support safer travel environments for students and the community. SIDs are considered temporary signs. As such the deployment will look at signs that can be easily relocated to different sites allowing more flexibility. Following contract award, the contractual agreement could be novated to the Road Safety Commission, who could assume the role of contract owner/customer. All rights and obligations under the contract would be transferred accordingly upon execution of the novation. SERVICE DESCRIPTION The SID solution shall be delivered as a managed service, rather than solely as a standalone roadside asset. The service comprises the provision, operation, monitoring, maintenance and relocation of SIDs, supported by centralised systems that enable configuration, scheduling, data collection, and performance oversight throughout the service lifecycle. Under this service model, the Contractor is responsible for ensuring that the SIDs operate reliably in accordance with approved school zone schedules, configured speed thresholds, and defined display behaviours. The service shall provide consistent and predictable operational outcomes, including timely activation during school zone hours, accurate vehicle detection and speed measurement, and appropriate display messaging based on vehicle compliance. The SID service includes the ongoing availability of a secure, web-based management capability that enables authorised users to remotely configure, monitor operational status, review performance and fault information, and retrieve historical traffic and operational data. The service shall support both unattended field operation and remote management, recognising that SID deployments may be temporary, relocatable, and installed in locations without access to fixed power or communications infrastructure. The service-based approach is intended to reduce operational overhead for the operator, provide assurance of performance and availability, and enable scalable deployment across multiple sites while maintaining consistent standards for safety, reliability, and data quality. The SID functional specification also makes references to the following documents: • Main Roads WA Electronic Speed Limit Signs Specification 709 • Main Roads WA Vehicle Activated Signs Policy and Guidelines • AS 5156:2020 Electronic Speed Limit Signs The SID service comprises of the following core functional elements: Vehicle Detection and Measurement System - Provides real-time detection of approaching vehicles and accurately measures their speed using approved sensing technologies. Display System - Presents the detected vehicle speed on a highly visible display and automatically issues a “SLOW DOWN” warning when predefined speed thresholds are exceeded. A visual display of a smiley face will be displayed if the vehicle is within the permitted speed. The messages shall be configurable. Programmability - SIDs shall be configurable to accommodate varying speed limits, including school zone timing requirements. Messaging to be able to be customised based on school calendar days provided by Main Roads WA. Control, Monitoring, and Communication - Includes all control logic, system health monitoring functions, activation based on school zone calendar/schedule and communication interfaces required to support reliable operation and data exchange. Standalone Operational Capability - Supports fully standalone operation, including local data logging, onboard diagnostics, and remote accessibility for management and maintenance activities. SIDs shall be capable of being safely operated and left unattended for extended periods. Secure Web-Based Management Portal - Provides an authenticated, automated, encrypted interface for system configuration, operational monitoring, and retrieval of historical performance and traffic data. Access is available through standard internet connectivity. Scheduling – Operational schedules shall be configurable, and the unit/s will be illuminated and display the messaging within approved School Zone times and dates as per the school term dates, set and approved by the Department of Education.
