This Tender is invited by the Issuer. Overview Tourism Australia is seeking to engage a single, specialised partner to deliver enterprise Business Intelligence (BI) development, data engineering, AI integration, and managed operational support across the agency. Purpose The engagement is structured as a phased roadmap. The immediate priority is the stabilisation and optimisation of Tourism Australia's current architecture, including remediation, consolidation, and securing of core foundational data assets. Once operational baselines meet agreed performance SLAs, the partner will progressively migrate Tourism Australia's data estate to a unified Microsoft Fabric Lakehouse architecture, establishing a governed data layer to support secure, cross-dataset conversational analytics. Migration and AI delivery may proceed in parallel where a given product's required datasets have been migrated and validated, so that capability value is realised progressively rather than deferred to full-estate completion. The end state is intended to materially improve the accessibility, integrity, and decision-value of Tourism Australia's global data portfolio. This procurement establishes a single enterprise contract for BI development and platform support, designed to maximise Tourism Australia's commercial leverage while maintaining operational flexibility across the participating business units. Scope The scope includes: Delivery of enterprise Business Intelligence (BI) development, data engineering, AI integration, and managed operational support across Tourism Australia Direct support to the Strategy & Research, Digital Marketing, and Finance Transformation business units Remediation, consolidation, and securing of core foundational data assets, including Dynamics 365 F&O financial pipelines, within Tourism Australia's existing Azure and Power BI environments Remediation of inefficient pipelines, queries, and semantic models to improve data accuracy, pipeline performance, and reduce Azure consumption costs Progressive migration of Tourism Australia's data estate to a unified Microsoft Fabric Lakehouse architecture Consolidation of duplicated data assets and resolution of dashboard refresh latency Establishment of a governed data layer supporting a secure, cross-dataset conversational analytics (Conversational AI) capability Provision of managed operational support, including resource continuity, documented handover obligations, and team-depth arrangements Contractor Requirements A single, specialised partner capable of delivering the engagement under an enterprise contract Documented handover obligations and team-depth requirements to minimise Tourism Australia's internal knowledge-transfer overhead Dedicated technical expertise across Dynamics 365 F&O, Tourism Australia's current Azure infrastructure, and the incoming Microsoft Fabric ecosystem Contractual responsibility for resource continuity under an enforced managed-services model Contract Terms and Conditions Multi-year contract comprising an initial two-year term with three one-year extension options Progression to Microsoft Fabric migration is contingent on operational baselines meeting agreed SLAs Participating divisions operate under strict SLAs to deliver critical projects and resolve technical issues Each of the three participating business units retains independent task-directing authority and separate budget tracking, with division leads interfacing directly with the vendor's Account Manager Instructions to Tenderers Further details are set out in RFT document 'PRO-TENCM-RFT-Data and Analytics Agency-PROCFY26082', Section 2.
