Overview The Australian Human Rights Commission (AHRC) is seeking market information on contemporary Enterprise Resource Planning (ERP) solutions that can enable the delivery of integrated, efficient and future-ready corporate services, as part of its broader digital transformation agenda. Purpose The Commission is seeking market feedback through this Request for Information (RFI) to inform its understanding of available ERP solutions, supplier capabilities, implementation approaches and procurement options. Responses received may be considered in the development of any future approach to market and associated procurement activities. Objectives The overall objective is to procure a secure and scalable enterprise solution that: Promotes standardised business processes Improves data quality and visibility Strengthens governance and regulatory compliance Enhances user experience Provides a sustainable foundation for future organisational capability and growth About Preliminary discovery activities have already been completed and future-state requirements have been documented. This information is being used to inform planning and market engagement activities and may be made available as part of any future approach to market, where relevant. Scope The Agency's corporate services functions are supported by a diverse range of users, including employees, delegates and approvers, people managers, human resources practitioners, finance and procurement personnel, payroll administrators, contract managers, budget managers, system administrators, senior executives, commissioners and other authorised stakeholders. The Agency is seeking information on ERP solutions that support the needs of these user groups across the following business capability domains: Workforce and People Management: recruitment, onboarding, workforce administration, payroll, leave management, performance and development, employee relations, organisational management and workforce reporting Procurement and Contract Management: sourcing, supplier management, purchasing, contract management, invoice processing and payment activities Financial Management: budgeting, forecasting, financial accounting, accounts payable and receivable, project accounting, asset management, revenue management and financial reporting Travel and Expense Management: travel administration, expense management, corporate card management, approvals, reconciliations and policy compliance System Administration and Security: user management, access controls, auditability, security administration, system configuration and environment management Reporting, Analytics and Integration: operational and management reporting, dashboards, analytics, information management, and integration with other corporate systems and environment Contractor Requirements Technical/Business Constraints AHRC operates within a resource-constrained environment and is seeking a contemporary solution that can be implemented, administered and maintained cost effectively and efficiently throughout its lifecycle. Respondents should outline how their proposed solution addresses implementation complexity, ongoing support requirements, business continuity considerations, data migration activities and data protection The Agency prefers solutions that maximise the use of standard product capabilities and business processes, while minimising or eliminating the need for custom development and maintenance. Proposed solutions should demonstrate flexibility and the ability to accommodate future organisational and regulatory changes, and support scalable licensing and operating models appropriate for a Commonwealth entity. Where available, respondents should provide a clear product roadmap supported by ongoing vendor investment The Agency prefers solutions that support Australian Government security regulations and frameworks, privacy, Australian data residency and information management obligations, especially where implementation can occur with minimal disruption to business operations and service delivery Information Requested Indicative functional and non-functional requirements for each capability domain are provided in Appendix A, the RFI response form.
