This Tender is invited by the Issuer. Overview The Department of Parliamentary Services (ACT) is seeking an experienced ICT Program Assurer to provide independent review and advice on program delivery. Objectives The objectives of the engagement are to engage an assurance partner that can independently: Provide program assurance by reviewing ICT programs and projects to assess their health, risks, issues, and likelihood of achieving intended outcomes Monitor governance and compliance against organisational policies, frameworks, standards, and government requirements Identify risks and issues that may impact delivery, budget, schedule, scope, benefits, or stakeholder outcomes, and recommend mitigation strategies Support decision-making by providing advice and assurance reporting to program sponsors, executives, and governance boards Review project controls including planning, budgeting, scheduling, resourcing, benefits realisation, and change management processes Facilitate assurance activities such as health checks, gateway reviews, audits, lessons learned reviews, and independent assessments Engage stakeholders across business and technical teams to ensure alignment of program objectives, delivery approaches, and organisational priorities Promote continuous improvement by identifying opportunities to strengthen project and program management practices Contractor Requirements Ability to engage specialists for cyber assurance and data/information governance, along with expertise in the development and delivery of Delivery Confidence Assessments Instructions to Tenderers For further details, refer to the Statement of Requirements (SOR).
