2 Lead OIA Designer Systems Analysts

Overview The Department of Health, Disability and Ageing is seeking Systems Analysts (OIA Designer) to provide specialised business and systems analysis services supporting the design, development and enhancement of Oracle Intelligent Advisor (OIA) solutions that underpin critical aged care digital services. The role works closely with business, policy and technical stakeholders to translate complex legislation, policy and business requirements into rule-based digital solutions that deliver consistent, accurate and user-centred outcomes. About A Systems Analyst – OIA Designer is responsible for analysing business requirements, policy intent and operational processes to design, develop and support Oracle Intelligent Advisor solutions that enable the delivery of critical aged care digital services. Working within a complex and integrated ICT environment, the role translates legislative and policy requirements into business rules, decision models and solution specifications that support accurate, compliant and efficient service delivery. The role collaborates with business, policy, project and technical stakeholders to elicit requirements, assess impacts, develop solution designs and support the integration of Oracle Intelligent Advisor with enterprise platforms, including Siebel CRM, .NET applications and backend integration services. The OIA Designer contributes throughout the delivery lifecycle, including requirements analysis, rule modelling, functional design, effort estimation, testing support, implementation and post-release activities. In addition to supporting project delivery, the position contributes to the ongoing maintenance and continuous improvement of existing OIA solutions, ensuring they remain aligned with evolving business requirements, policy reforms and legislative changes. The role requires strong analytical and problem-solving skills, the ability to interpret complex policy and business rules, and experience designing scalable and sustainable digital solutions within a large and interconnected technology environment. The Role The Systems Analyst – OIA Designer will be responsible for: Analysing requirements for Oracle Intelligent Advisor centred solutions Engaging and collaborating with stakeholders from various areas within the department to understand the business needs, policy decisions and to develop solutions Writing specifications based on the business requirements and policies Solutioning integration of Oracle Intelligent Advisor with other platforms such as Siebel and FMW for backend components and .NET for UI components Providing high level and detailed effort estimations Outlining specific UI designs while ensuring they adhere to the departmental UI/UX guidelines Providing support for releases by engaging with developers and testers Role Requirements Essential Criteria Proven experience in Oracle Intelligent Advisor (OIA) solutions, including familiarity with the OIA connector framework, styling extensions and OIA APIs Ability to document technical solutions in detail Ability to elicit requirements from business owners and translate these requirements into specifications Demonstrable experience applying a wide variety of Software Development methodologies including waterfall, Agile etc. Desired Criteria Transforming business requirements and policies into detailed business rules logical to Oracle Intelligent Advisor Experience writing rules in OIA's Oracle Policy Modelling (OPM) development tool Skills in the integration of OIA with Siebel CRM Demonstrable architectural or business designer experience Tools Used Oracle Policy Modelling (OPM) Azure DevOps Microsoft Visio, Word and Excel
