Overview Tamworth Regional Council is inviting expressions of interest from commercial stallholders wishing to trade during the 2027 Tamworth Country Music Festival (TCMF). Commercial stalls are located in Peel Street, between Bourke and White Street. Scope The scope includes: Trading from a Peel Street stall site within a marquee structure supplied by TCMF, divided into 3m x 3m sites (limited sites available) Trading from a Peel Street stall site within a stallholder-supplied marquee structure, at a site located either against the kerb or the median strip facing the road, as determined by the TCMF Stall Coordinator Trading from an existing Peel Street business frontage (including cafes, restaurants and eateries) using a stallholder-supplied structure, located on Peel Street road within the width of the existing shopfront Minimum hours of operation of 9am to 5pm every day of the Festival, with optional trading between 5pm and 10pm Eligibility Peel Street marquee-supplied sites: pop-up marquees larger than 2.8m x 2.8m are not permitted within the supplied structure; any additional items, signage or structures placed out the front of a stall must be no further than 1m from the stall front and must be approved prior to the Festival; excess space used will be charged or invoiced Existing Peel Street business stalls: open to any business with street frontage within the festival road closure, or a business within a shopping arcade that has street frontage within the festival road closure; only items normally sold within the existing business may be sold from the stall; extra space beyond shopfront width requires approval before 30 September 2026 and is classified as an activation with different fees Existing Peel Street business activations: applies to any business, organisation or site proposing activities beyond normal day-to-day operations, including live music performances, stages or entertainment activations, promotional activations, product launches or experiential marketing, temporary structures (mobile stages, marquees, seating areas or display areas) extending beyond the existing approved footprint, use of road adjacent to the business premises, expanded trading areas or outdoor dining extensions, or any activity increasing patron capacity or commercial exposure Applicants must disclose all proposed activations, entertainment, temporary structures and footprint expansions as part of their Expression of Interest; failure to disclose may result in additional fees, amended approval conditions, or withdrawal of approval No items may include TCMF wording or logo, Tamworth Country Music Festival words or images, or Golden Guitars wording or images, in line with Trademark Law Contract Terms and Conditions Where a proposed activation or expanded footprint extends beyond the width of the shopfront and greater than 3 metres in depth, Tamworth Regional Council reserves the right to apply a Festival Site Fee, contract and set conditions such as risk management and permitted infrastructure. Fees will be assessed on a case-by-case basis, considering: Size of the area occupied Location and prominence of the site Duration of the activation Nature and scale of the commercial activity Expected patronage and commercial benefit Infrastructure, compliance and operational impacts, including risk assessment, emergency management plans and liquor restrictions to comply with all TRC policies Tamworth Regional Council's determination regarding site fees and associated conditions will be final and will form the legal contract for participation in the 2027 Tamworth Country Music Festival. Fees for Commercial Stalls (inc. GST) Peel Street stalls (marquee supplied), maximum of 9 metres: $2,300 per 3m x 3m site within the supplied marquee structure (maximum of a 9m x 3m site, charged per 3 metre site) $1,700 per 3m x 3m site within a stallholder-supplied marquee structure (charged per 3 metre site) $465 corner site surcharge (Fitzroy St/Peel St intersection), only 3 available, allocated at the discretion of the TCMF Stall Coordinator Peel Street existing business (stallholder must supply own marquee or structure): $500 for each 3m x 3m site for occupiers with a lease held for a minimum of six months $800 for each 3m x 3m site for occupiers with a lease held for less than six months Existing business stall sites can only extend up to the width of the existing business shopfront All applications are subject to the Commercial Stall Terms and Conditions (PDF 228KB). Information Requested Applicants should have the following ready before applying: A scanned or photographed copy of a Public Liability Insurance policy or certificate ($20 million coverage required) A digital photo of the stall A full list of all items for sale If applying for the Local Trading Fee, a scanned or photographed copy of a rates notice or other document showing the applicant's home address The preferred format for scanned or photographed images or documents is PDF (Adobe Acrobat), but JPEG, DOC and DOCX formats can also be accepted. Instructions to Tenderers The following will be taken into account when assessing applications for the 2027 Tamworth Country Music Festival: Quality of products offered; the Council is seeking stallholders with unique and interesting products that add value and interest for visitors, rather than novelty items Special consideration will be given to vendors that display inclusion and accessibility in their set up, including easier access for ordering and receiving of goods (for example, at ground level) Quality of the stall set up and how goods are displayed; applicants should include photographs of stock and stall set up with their application A full list of all items for sale must be included For previous stallholders: payment of stall fees by the due date, with no outstanding fees; behaviour of staff; compliance with requests from festival organisers; and compliance with all terms and conditions All applicants will be contacted via email after the closing date, in the week commencing 12 October 2026, to advise the outcome of their Expression of Interest.
