Overview Northern Beaches Council, on behalf of five partner councils, is seeking a qualified consultant to conduct a targeted service review of the Aboriginal Heritage Office (AHO) service in accordance with the Council Service Review Framework. About Stretching from Palm Beach to Manly, the Northern Beaches boasts more than half of all the beaches in Sydney and a population of more than 266,000. The Council is committed to maintaining a high level of customer service to the local community. Northern Beaches Council is working closely with the community to build strategies that enhance quality of life, promote sustainable development and protect the environment. The Aboriginal Heritage Office service is a partnership of five Sydney councils that aims to protect Aboriginal sites and promote Aboriginal heritage in each of the council local government areas. The AHO began as a solution to the lack of continuous, effective care for the highly valuable and plentiful Aboriginal heritage sites throughout Sydney. Councils previously commissioned Aboriginal heritage studies, conducted by external archaeologists, which had little Aboriginal community input and were difficult to implement due to a lack of funding and expertise within local government. Scope Conduct a targeted service review of the Aboriginal Heritage Office service on behalf of the five partner councils, in accordance with the Council Service Review Framework Information Requested Submissions will be evaluated against the following schedules: Initial Cull: Submission of all documentation required, all schedules, assessed on a pass/fail basis Schedule C2, Non-Compliance and Qualifications: Pass/fail Schedule C3, Financial Information: Pass/fail Schedule C4 and C11, Performance Information and Business Information: Weighted 10% Schedule C5 and C12, Personnel and Subcontractors: Weighted 20% Schedule C6, Work Health and Safety: Pass/fail Schedule C7, Insurance: Pass/fail Schedule C8, Proposed Methodology: Weighted 40% Schedule C10, Sustainability: Pass/fail Schedule C9, Schedule of Fees: Weighted 30%
