Overview Blacktown City Council is undertaking a series of HVAC renewal and upgrade projects across multiple community facilities, and is seeking a contractor to deliver combined HVAC replacement works at Blacktown Leisure Centre Stanhope and Max Webber Library. Scope The scope includes: Replacement of ageing HVAC infrastructure and installation of new energy-efficient equipment Enhancements to ventilation and air quality systems Upgrades to controls and Building Management System interfaces All necessary associated structural, mechanical and electrical works Part A: Blacktown Leisure Centre Stanhope (BLCS) Main Pool Hall AHU 1 & 3 refurbishment and HVAC upgrade Part B: BLCS Function Rooms air conditioning upgrade Part C: Max Webber Library chiller replacement and HVAC upgrade Provision of all labour, materials, plant, equipment, supervision, engineering, testing, commissioning, documentation and associated services required to deliver the works in accordance with the technical specifications, drawings and contract requirements Contractor Requirements The Contractor shall ensure all works are undertaken while minimising disruption to facility operations, staff and patrons Information Requested Respondents are encouraged to explore innovative energy efficiency initiatives for incorporation into the proposed plans, and to provide detailed information in their submission, including examples of previously completed projects using similar technologies. Site Inspection A site visit will be conducted tentatively on the morning of 11 August 2026, for approximately 2.5 to 3 hours, with tours at Blacktown Leisure Centre Stanhope and Max Webber Library to allow contractors to understand the site environment. Date: 11 August 2026 (tentative) Duration: Approximately 2.5 to 3 hours Location: Blacktown Leisure Centre Stanhope and Max Webber Library Status: Not mandatory, but attendance is strongly recommended to ensure understanding of site conditions and project requirements PPE required: High-visibility vest, safety footwear, and safety glasses Companies must register attendance by sending an email to the Contact Officer by noon on 7 August 2026, stating the company name, attendees' names, positions and contact numbers. A maximum of two persons per company can be accommodated for safety management purposes.
