Overview Willoughby City Council is seeking tenders from suitably qualified and experienced suppliers to upgrade the existing heating, ventilation and air-conditioning (HVAC) systems serving Level 6 of the Council administration building at 31 Victor Street, Chatswood. About The building is a mixed-use strata development comprising commercial office areas, residential areas and back-of-house facilities. The works under this tender are limited to the mechanical services serving the Level 6 commercial tenancy areas. Purpose The need for the project was identified through a technical assessment undertaken by JHA Engineers, which found that the existing HVAC equipment has reached the end of its effective service life and is no longer operating reliably or efficiently. The condition and configuration of the existing system present ongoing risks to occupant comfort, workplace productivity, service continuity and long-term asset performance. Continued reliance on reactive maintenance is no longer considered sustainable and increases the likelihood of equipment failure, service interruptions and escalating maintenance costs. Scope The scope includes: Replacement of ageing Air Handling Units serving Level 6 Replacement of ageing Fan Coil Units serving Level 6 Replacement of associated mechanical-services infrastructure with modern, compliant, reliable and energy-efficient equipment Contractor Requirements The works will be undertaken within an occupied and operational building The Contractor must prepare and implement an approved construction methodology, staging plan and shutdown strategy that maintains safety and minimises disruption to Council staff, visitors, residents and building operations Tender Briefing A pre-tender meeting will be held for this opportunity. Tenders received after the closing time will not be considered.
