Comprehensive Primary Health Care – New Entrants

Overview The Department of Health, Disability and Ageing is inviting selected Aboriginal Community Controlled Health Services (ACCHSs) currently delivering General Practitioner services to apply for funding to provide Comprehensive Primary Health Care (CPHC) under the Indigenous Australians' Health Programme (IAHP), where they have not previously been funded to do so. About The invited organisations have been selected as a result of information gathered and analysed by the department and sector intelligence provided by NACCHO, as organisations that: Currently provide essential primary health care services to Aboriginal and Torres Strait Islander communities but do not currently receive IAHP CPHC funding Have established governance arrangements as community-controlled organisations and maintain strong relationships with the communities they serve Have a demonstrated service footprint, client base and experience delivering culturally appropriate primary health care, providing a foundation for successful expansion to the broader CPHC model Are operating in locations where there are opportunities to improve access to culturally appropriate comprehensive primary health care services Are well placed to contribute to Closing the Gap Priority Reform 2 by strengthening the Aboriginal Community Controlled Health Sector and increasing community-controlled delivery of primary health care services Purpose The purpose of this grant opportunity is to provide funding for selected ACCHSs, currently delivering General Practitioner services, to provide Comprehensive Primary Health Care under the IAHP where they have not previously been funded to do so. Objectives Objectives Provide First Nations people with improved access to culturally appropriate comprehensive primary health care services by supporting ACCHSs to expand or enhance service availability, service frequency, the range of services offered, workforce capability, service integration and geographic coverage Support ACCHSs to deliver culturally appropriate comprehensive primary health care services tailored to the health needs and priorities of their communities Support ACCHSs to embed Continuous Quality Improvement and best practice clinical and organisational governance into CPHC service delivery, supporting good health outcomes for clients and service sustainability Intended Outcomes First Nations people can access culturally appropriate CPHC services, where and when they need it ACCHSs deliver culturally appropriate CPHC services that meet the health needs and priorities of their local communities ACCHSs deliver best practice CPHC services to their local communities Funding Total Amount Available: $27,675,000.00 Estimated Grant Value: From $500,000.00 to $3,000,000.00 Funding Period: Over four years from 2026-27 to 2029-30 Eligibility To be eligible, applicants must be one of the listed organisations and have received an invitation to apply from the department. Only ACCHSs currently delivering GP services tailored to the health needs and priorities of First Nations communities are eligible to apply.
