About this tender

Overview The Department of Defence is seeking tenders for the provision of Defence Fuel Training Services, comprising training design, administration and instructional services. About Fuel Capability Branch (FCB) exists to support Commander Joint Logistics as Head of the Defence Fuel Supply Chain (HDFSC). FCB's mission is to ensure the safe, efficient and effective operation of the Defence Fuel Supply Chain (DFSC) to meet the current and future needs of the Australian Defence Force (ADF) for all petroleum, oils and lubricants products and services. Defence Fuel Installation (DFI) management and aviation refuelling (AVR) conducted by Army, Navy, Air Force and Outsourced Service Providers is an essential part of DFSC operations and is considered a 'no fail' capability requirement for the provision of military power to support Australia's national security. In 2022 the Defence Fuels Training Redevelopment Project delivered a suite of modern training products to support the professionalisation of the DFSC workforce, incorporating progressive training continuums for both DFI operations and AVR. Every worker in the DFSC is required to undergo training on the new course products. Instruction for the DFI training continuum is conducted at purpose-built facilities located at RAAF Base Richmond, though exported training may be conducted at other suitable Defence locations. AVR training is conducted on-the-job at various military airfield locations within the National Support Base (NSB). DFI training includes courses on fuel quality testing, basic DFI operations, management of change and High Risk Work Permitting. AVR training is specific to the operation of commercial specification vehicle platforms consisting of heavy rigid and heavy combination tankers and elevating platform hydrant vehicles. How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
