About this tender

This Tender is invited by the Issuer. Overview The Department of Employment and Workplace Relations (the department) is undertaking an enterprise architecture capability uplift to strengthen how enterprise architecture operates, how architecture work is governed, and how technology investments are planned and aligned to business outcomes within its Digital Experience and Solutions Division (DES). About Current departmental architecture assets and artefacts do not provide an integrated, enterprise view of technology, resulting in: Limited visibility of the current and future technology estate, including systems, dependencies and lifecycle risks A disconnect between strategic intent (policy, business strategy) and technology decisions and investments Inconsistent and incomplete technology profiles, costing approaches and service definitions, leading to inefficiency and missed opportunities Insufficient insight into skills, capability gaps, and investment priorities required to achieve future state outcomes The current separation of architecture teams also affects how architecture resources, skills and staffing capacity are planned and applied, making it harder to flex practitioner capacity towards the highest departmental and divisional priorities. This also reduces the department's ability to build a clear architecture skills profile and align resources to the core enterprise architecture services required. Purpose As the department moves to an enterprise-wide way of working (EWoW), current architecture governance frameworks and processes need to be better integrated into broader departmental practice. This is intended to support more holistic, cross-domain decision making. Objectives The capability uplift is intended to enable the department to: Prioritise technology investments effectively Define clear future state architectures Transition incrementally towards the future state of technology architecture Provide confidence that solutions are aligned to whole-of-government direction and enterprise architecture principles Optimise cost, reduce duplication, and manage technology risk at scale Scope The department requires a structured approach to deliver an enterprise-wide capability uplift, anchored in capability-based architecture, that connects: Government policy and strategy Business services and outcomes Applications, platforms, and infrastructure Skills and workforce requirements Full details of the requirements are set out in the attached Statement of Requirements document.
