Industry Consultation - Passenger Services Contracting Program

Overview Transport for NSW is conducting a Request for Information (RFI) process for the Passenger Services Contracting Program (PSCP). This RFI will enable Transport to refine the PSCP procurement and delivery strategy to create a sustainable contracting regime that delivers improved outcomes for the people of NSW. About Transport for NSW is progressing the next phase of bus service contracting reform across its operating regions. Transport is currently developing the next generation of contracts for bus, light rail and ferry services as existing agreements progressively expire from June 2028. Purpose Transport is seeking feedback from industry on the development of these contracts, including opportunities to improve service delivery, contract management, asset maintenance and commercial arrangements. Industry feedback will be important in ensuring that future contracts respond to the Bus Industry Taskforce recommendations and Audit Office Report recommendations, while also aligning with broader Transport and NSW Government outcomes such as the Net Zero Plan and Connecting NSW Strategy, and creating a sustainable contracting regime which delivers improved outcomes for the people of NSW. As part of the development process, Transport is undertaking an industry consultation exercise to gather feedback from industry. This engagement will assist Transport in understanding industry perspectives on key operational, commercial and delivery considerations associated with the future contracting framework.
