About this tender
This Tender is invited by the Issuer. Overview Comcare is seeking a suitably qualified service provider to deliver infrastructure modernisation, cloud transformation and infrastructure uplift services. Purpose Comcare's potential target state is a semi-managed infrastructure service under which a suitably qualified supplier assumes defined operational responsibilities for Comcare's cloud infrastructure, network, identity and access management, and infrastructure security and compliance services. Comcare anticipates that any transition to a managed service may occur progressively, with an initial phase involving staff augmentation, followed by a hybrid delivery model under which supplier personnel and Comcare's Infrastructure and Network team jointly perform operational responsibilities. Subject to successful transition, service performance and Comcare approval, Comcare may consider progressive transfer to a fully supplier managed service. Comcare's preferred approach is a modular and phased sourcing model, and Comcare may elect to proceed with one, several or all workstreams, may sequence workstreams independently, and may vary the order or timing of delivery to manage operational risk, funding, dependencies and business priorities. Scope The proposed requirements are provided under two sections: Infrastructure Modernisation and Cloud Transformation, and Infrastructure Transition and Uplift. Infrastructure Modernisation and Cloud Transformation The scope includes specialist infrastructure modernisation, cloud migration, network, security, information protection and identity engineering services across five independently selectable workstreams, comprising: Transition of Comcare's dedicated on-premises data centre environment to a secure, scalable and operationally sustainable Microsoft Azure and modern network platform Refresh of Comcare's Cisco Catalyst SD-WAN platform and site office ageing switches Implementation of on-premises network segmentation Deployment of Microsoft Purview sensitivity labelling and Data Loss Prevention (DLP) controls Migration of Okta managed identity capabilities and application integrations to Microsoft Entra ID and Microsoft Entra External ID Services delivered under these workstreams must include discovery, assessment, design, planning, implementation, testing, cutover, operational readiness, documentation, knowledge transfer and continuous improvement. Infrastructure Uplift In addition to the implementation workstreams above, Comcare is seeking separately priced service options comprising: Staff augmentation A hybrid transition service A fully managed infrastructure service These service options are separate from the implementation workstreams, however may be delivered collaboratively where practical. Contractor Requirements Suitably skilled personnel and hands-on technical delivery capability Ability to work collaboratively with Comcare's Infrastructure and Network team, enterprise and solution architects, application owners, cyber security personnel, information management and data teams, business representatives, incumbent service providers and other nominated stakeholders Suppliers must price each workstream separately Contract Terms and Conditions Initial contract term of two years Two by two-year extension options, not automatic and subject to satisfactory performance Instructions to Tenderers Detailed requirements are provided as Attachment A - 26CPU190 Statement of Requirements.
