About Gandangara Local Aboriginal Land Council (GLALC) Gandangara Local Aboriginal Land Council (GLALC) is a not-for-profit organisation that was established in 1984 under the Aboriginal Land Rights Act 1983. Its controlled entities are Gandangara Health Services, Gandangara Transport Services and Marumali. GLALC’s core objective is to improve, protect and foster the best interests of all Aboriginal persons within the Council’s area and other persons who are Members of the Council. Our jurisdiction spans six Local Government Areas in the South West Sydney region, including Liverpool, Fairfield, Canterbury-Bankstown, Parramatta, Cumberland and the Sutherland Shire. GLALC currently has over 780 members and provides a number of essential services such as health, transport, housing, managing and protecting our lands and sacred sites, heritage, ecology and land management and engaging with our members and community. Gandangara Health Services (GHS) is a division of GLALC. GHS is an Aboriginal Community Controlled Health Organisation providing culturally safe, community-led health and wellbeing services to First Peoples across South Western Sydney. GHS is committed to improving health outcomes through accessible, integrated and culturally responsive healthcare and community-based services, and will be providing the health services that will be run from the Living Well Hub to Memberts and the Community. 2. Purpose of the Tender GLALC invites tenders from suitably qualified consultants or organisations to provide Lead Design Consultant services for the proposed Gandangara Living Well Hub at 105 Moore Street, Liverpool. The Living Well Hub is proposed as a health and wellness facility, with the design also to consider potential future connection with the adjoining 103 Moore Street development. 3. Scope of Services The scope of services may include, but is not limited to: 3.1 Health Service & Facility Planning • Review and development of the project and functional brief • Health service and health facility planning • Clinical, staff, community and patient flow planning 3.2 Concept Design • Site and spatial planning • Concept floor plans, elevations and sections • Building form, access and circulation • Presentation and refinement of the preferred concept 3.3 Cultural & Community Design • Culturally safe and responsive design • Engagement with GHS and relevant stakeholders • Incorporation of Aboriginal perspectives, Culture and community needs • Design of welcoming, accessible and culturally appropriate spaces 3.4 Development Application • Development of design documentation for DA • Coordination with Town Planning and specialist consultants • Planning and regulatory compliance • Support through the approval process 3.5 Design Development & Construction Documentation • Detailed architectural and interior design • Coordination of engineering and specialist consultants • Fixtures, finishes, equipment and services coordination • Construction drawings, specifications and schedules 3.6 Construction Phase Services • Design support during construction • Responses to RFIs and design queries • Review of shop drawings and materials • Site inspections and design coordination 4. Tenderer Requirements Tenderers must demonstrate: • Appropriate architectural qualifications and NSW registration • Demonstrated Lead Design Consultant experience • Experience in health facility planning and design • Experience delivering projects from concept through construction • Ability to coordinate multidisciplinary consultant teams • Knowledge of NSW planning, building and accessibility requirements • Experience with Aboriginal organisations, ACCHOs and/or culturally responsive design • Strong stakeholder engagement and co-design capability • Appropriate Professional Indemnity, Public Liability and Workers Compensation insurance 5. Submission Requirements Tender submissions must include: a) Cover letter outlining capability against the scope of services b) Organisational profile and proposed project team c) Examples of relevant health, community or comparable design projects d) Summary of experience working with First Peoples organisations and communities e) Proposed methodology, project program and availability 6. Proposed fee structure Fees should be provided separately for: • Health Service / Facility Planning • Concept Design • Development Application • Design Development • Construction Documentation • Construction Phase Services Tenderers should also provide hourly rates, assumptions, exclusions and proposed subconsultant costs. 7. Evaluation Criteria Submissions will be assessed on: • Health facility planning and design experience • Lead Design Consultant capability • Understanding of the Living Well Hub project • Experience working with First Peoples organisations and communities • Capability of the proposed project team • Methodology and capacity to deliver • Value for money 8. Conditions of Tender • This tender does not constitute an offer of employment • GHS reserves the right to accept or reject any tender • GHS is not required to accept the lowest-priced tender • Tenderers must declare any actual or potential conflicts of interest • Applicants must have the right to work in Australia • Any additional services or variations must receive prior written approval • GHS encourages submissions from First Peoples-led businesses and consultants 9.
