Overview The Department of Foreign Affairs and Trade (DFAT) is seeking a suitably qualified evaluation team to conduct a mid-term review of the Climate Resilient Communities (CRC) Program, assessing its progress, performance, effectiveness, efficiency, governance arrangements and value for money midway through implementation. Purpose The review is intended to produce evidence-based findings and recommendations to inform the remainder of Phase 1 implementation and potential Phase 2 activation of the CRC Program. Scope The review will examine CRC’s contribution to climate resilience programming, climate integration across the development program, and capability strengthening within DFAT, as well as the performance of the CRC Support Unit and broader delivery arrangements. The scope includes: Review planning and design Document and data analysis Stakeholder consultations Survey design and implementation Field-based data collection Preparation of an aide memoire Presentations to stakeholders Delivery of draft and final evaluation reports containing evidence-based findings and recommendations Enquiries Tender Secretariat: crcmtrenquiries@dfat.gov.au
