About this tender
This Tender is invited by the Issuer. Overview NEMA is seeking change management services for AusAlert using Atlassian Jira Service Management, to be delivered as a reusable platform capability rather than a bespoke AusAlert-only tool. Purpose AusAlert requires a secure and auditable change management capability to manage change requests associated with telecommunications carriers and other external organisations supporting AusAlert. Scope The scope includes: Establishing Jira as a reusable platform capability, with AusAlert change management configured as the first project on that platform Implementing business-specific workflows, forms, permissions and dashboards at the project or workflow layer wherever practical, while keeping the platform governed, configurable and reusable Implementing platform identity, access lifecycle, administration, auditability and governance foundations before or alongside the AusAlert project configuration Configuring external authentication, preferably using federation via external organisations' identity providers or via NEMA Microsoft Entra ID in the NEMA Cloud Hosting Environment where appropriate Contractor Requirements Configuration is preferred over customisation, and custom application development should be avoided unless explicitly justified and approved Contribute technical information and available security documentation to support NEMA's ATO process, noting that the vendor is not expected to own the overall ATO process, System Security Plan, or Security Risk Management Plan Instructions to Tenderers Professional implementation services and optional managed support must be priced separately.
