About this tender

Overview MidCoast Council is seeking a suitable technology supplier to provide an online permit purchasing system and Number Plate Recognition Technology to support regulated parking enforcement and beach permit compliance within the MidCoast local government area. About MidCoast Council currently has 2 Parking Officers undertaking regulated parking using Number Plate Recognition Technology, on a trial basis over the last 18 months. Council would now like to enter into a contract arrangement with a suitable technology supplier to continue undertaking this activity using such technology. MidCoast Council requires a permit to drive on all 4WD accessible beaches within the LGA. There are currently three permit options available: a 7-day, 30-day and 12-month permit, valid for use from the day of purchase. Permits can currently be purchased online via the MidCoast Council website or from several approved agents located within the LGA. The permit must be clearly displayed on the bottom passenger's side windscreen with the vehicle registration number clearly written on the label. Purpose MidCoast Council is proposing to implement an online permit purchasing system to allow the phasing out of the manual purchase process, and to use Number Plate Recognition Technology to determine if vehicles on beach users have the required permit. Scope The scope includes: Provision of Number Plate Recognition Technology to support regulated parking enforcement Provision of an online permit purchasing system for 4WD beach access permits Use of Number Plate Recognition Technology to determine whether vehicles on beach users hold the required permit
