This Tender is invited by the Issuer. Overview The Australian Transaction Reports and Analysis Centre (AUSTRAC) is seeking a pre-qualified supplier capable of providing suitably qualified and security-cleared Software Engineers to support surge ICT project requirements. Purpose This procurement activity will enable AUSTRAC to rapidly engage resources through streamlined RFQ processes, providing flexibility to meet changing project demands and delivery timeframes. The procurement process will evaluate suppliers based on their ability to provide personnel with demonstrated expertise in the required technologies, maintain a pool of suitably experienced candidates, respond to short-notice resource requests, and offer competitive and value-for-money pricing. Scope Each supplier will provide personnel on a short-term contracting basis to perform the following IT Software Engineer tasks: Software development in relevant technologies Application of a strong unit testing mindset Following agile methodology Systems monitoring, analysis and assurance Each vendor is to provide named personnel with CVs/experience fit of candidates who may be available to be called upon for surge, along with a day or hourly rate for each candidate. Contractor Requirements Candidates with proven expertise and experience in one or more of the following technologies and approaches: Java, Apache Kafka, Scala, Spark, Kubernetes, ReactJS, Elastic, Postgres DB, Agile Expertise and experience in the following is desirable but not mandatory: Palantir, PEGA, ServiceNow, IT Support, or IT Service Management, and BAU maintenance A nominated pool of named personnel, including candidates who hold a minimum Baseline security clearance and who are eligible to obtain a NV1 clearance if required All proposed resources must successfully complete AUSTRAC's Security Assessment (ASA) process prior to engagement Eligibility Candidates must already hold a minimum Baseline security clearance An upgrade to NV1 clearance level will be offered if and when required Candidates are required to be cleared for AUSTRAC ASA prior to engagement Contract Terms and Conditions Offers for work will be agreed with each vendor with approximately 2 to 4 weeks' notice for pre-cleared surge resourcing for successful vendors Packages of work will be based on Time and Materials, ranging from 3 to 12 months depending on AUSTRAC's requirements AUSTRAC will initially establish a Deed with a value of $0 under the DMP PCS arrangement Where services are required, AUSTRAC may engage the supplier through the execution of separate contracts under DMP2
