ABOUT THE CITY OF COFFS HARBOUR (City): Coffs Harbour is positioned halfway between Sydney and Brisbane. Coffs Harbour is a thriving regional coastal city of approximately 85,000 people and enjoys a unique lifestyle created by its geography and climate. Nestled between coastal slopes of the Great Dividing Range and the 80 kilometres of golden beaches that form its boundaries Coffs Harbour has gained a reputation as a dynamic and rapidly expanding economic hub. ABOUT THIS REQUEST FOR TENDER (RFT): The City of Coffs Harbour seeking tenders from suitably experienced and qualified contractors to fulfil City contract CON00792 reVITALise Park Ave Upgrade. The City anticipates this contract will be awarded to a single contractor who will perform the works under the Citys MW21 Conditions of Contract, a copy of which is supplied in the RFT document package. SCOPE: Bus Stop Infrastructure and street furniture ● Remove and dispose of existing bus shelters ● Construct of new bus stop facility at the southern and western end of Park Avenue ● Installation: ○ Two (2) new City style bus shelters (City will procure the bus shelter for the contractor to install) ○ Street furniture as shown of plans (see Provisional Sums) ● Ensure compliance with: ○ Disability Discrimination Act (DDA) requirements ○ TfNSW bus stop design standards ● Include: ○ Concrete boarding pads ○ Tactile ground surface indicators (TGSIs) ○ Seating and shelter footings ○ Signage and landscaping (note: The B-Pole will be supplied by the City for the contractor to install) ● All street furniture shall: ○ Be sourced from approved suppliers or as nominated in the design ○ Meet durability requirements for coastal environments (corrosion resistance) ○ Be vandal-resistant and suitable for public use ○ Disability Discrimination Act (DDA) requirements ○ Shop drawings and product data sheets shall be submitted for approval prior to procurement Concrete Works ● Construction of new concrete elements, including: ○ Footpaths ○ Pedestrian crossings ○ Kerb ramps (DDA compliant) ○ Slabs and footings associated with bus stops and street furniture ● Removal and replacement of existing damaged or redundant concrete ● Wet sawing of concrete to be removed into pieces removable using small plant (e.g. small excavator) or accepted alternate is required to avoid the noise and vibration of jack hammering. ● Where concrete cutting is to be undertaken, temporary fencing with geotextile lining will be installed around the area to prevent the spread of silica dust during concrete cutting or grinding. ● All concrete finishes to align with streetscape design requirements Kerb and Gutter Works ● Demolition of existing kerb and gutter where required ● Construction of new kerb and gutter, including: ○ Realignments ○ Tie-ins to existing infrastructure ● Ensure correct levels for drainage and road geometry Roadworks ● Road pavement works including: ○ Excavation and preparation of subgrade ○ Placement of new pavement layers (as specified) ○ Asphalt surfacing ● Adjustments to existing road levels to suit new kerb alignments ● Ensure smooth transitions at tie-in points Line Marking & Signage ● Removal of redundant line marking ● Installation of new line marking in accordance with: ○ Approved traffic plans ○ TfNSW standards ● Supply and install regulatory and wayfinding signage, including: ○ Bus stop signage ○ Parking and traffic signage Public Utility Adjustments ● Modify existing Telstra phone box to suit new layout, including: ○ Relocation or adjustment (as required) ○ Protection during construction ● Liaise with utility providers for: ○ Approvals ○ Service relocations or adjustments Pedestrian Crossing Street Lighting ● Supply and install new lighting infrastructure, including: ○ Level 3 design and certification will be by the City ○ Procurement and installation by contractor (see provisional items) ○ Poles and foundations ○ Luminaires, cabling and connections ● Upgrade existing lighting where required ● Ensure compliance with: ○ Relevant Australian Standards ○ Council lighting requirements Stormwater Works ● Modification and upgrade of stormwater infrastructure, including: ○ Pits ○ Pipes ○ Connections to existing drainage network ● Installation of new drainage to suit revised road and kerb alignment ● Ensure adequate surface drainage and prevention of ponding Environmental Management ● Implement and monitor erosion and sediment control (ERSED) measures ● Manage vegetation removal (if required) in accordance with approvals ● Control dust, noise, and vibration impacts ● Ensure site is maintained in a clean and safe condition ● Consultation and communications with adjacent businesses Quality Assurance & Compliance ● All works shall be subject to: ○ Inspection and test plans (ITPs) ○ Hold and witness points ● Provide as-constructed documentation upon completion ● Ensure all materials and workmanship meet specified standards SITE VISIT BY APPOINTMENT As part of this RFT, the City is offering the opportunity of a site visit to any proponent. This is arranged by appointment only by contacting the Nominated Contact. ENQUIRIES: RFT enquiries should be directed to Mr Andrew Gray Project Leader Open Space and Buildings online forum prior to 10am on Friday 24 July 2026. SUBMISSIONS: Completed RFT responses are to be submitted via the electronic tender box only, using the editable MS Word document supplied in the RFT document package. CLOSING DATE AND TIME: This RFT closes at 10.00am on Wednesday 29 July 2026, and RFT submissions must be fully uploaded by this time as the portal cuts off at exactly 10.00am. The City is not bound to accept the lowest priced RFT all or any part of the RFT, and reserves the right to conduct the RFT process and select the successful respondent as it sees most advantageous. The City staff are unable to respond to verbal enquiries in relation to the proposal. Late, verbal, faxed or emailed submissions will not be accepted. Canvassing of Councillors and members of City staff other than the contact detailed above by a tenderer may render their tender submission ineligible for evaluation.
