RFT26-002 Request for Expressions of Interest (EOI) - From Pipeline to Bankable Project - Infrastructure Project Preparation, Financing and Public–Private Partnerships
Tender Overview
About this tender
Request for Expressions of Interest (EOI) Palladium, through the Quad Infrastructure Fellowships (QIF), is seeking a supplier or consortium to design and deliver the short course From Pipeline to Bankable Project – Infrastructure Project Preparation, Financing and Public–Private Partnerships. The course will support mid-career and senior officials from Indo-Pacific partner governments to convert infrastructure priorities into prepared, appraised and financeable projects. It will strengthen practical capability in pipeline governance, project screening, feasibility and appraisal, financing options, fiscal risk, contingent liabilities, risk allocation, bankability and market readiness. Public–private partnerships will be treated as one delivery and financing route, not as the default model. Delivery will follow QIF’s three-phase model, including hybrid pre-course preparation, an intensive face-to-face component in Australia, and post-course Work-Based application. Suppliers should demonstrate expertise in infrastructure project preparation, financing, PPPs, fiscal-risk management, applied adult learning, GEDSI-inclusive delivery, monitoring and evaluation, and Indo-Pacific infrastructure contexts. The course will include applied tools, case studies, peer exchange and Work-Based Action Plans linked to fellows’ nominated infrastructure projects, resulting in a Project Preparation and Financing Strategy. For inquires, email: procurement@infrastructurefellowships.org EOI submission closes: 11.59pm AEST (UTC+10) on 13 September 2026
How to respond to this tender
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Confirm you are eligible and it is worth bidding
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Answer every criterion with evidence
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Lodge early through the official portal
