This Tender is invited by the Issuer. Overview The National Disability Insurance Agency (NDIA) is responsible for delivering the National Disability Insurance Scheme (NDIS). Through this Request for Information (RFI), the NDIA is seeking to better understand the products, implementation approaches and delivery capabilities available within the market that may support future Scheme Finance requirements. About The NDIA administers a Scheme Fund valued at approximately $50 billion and supports approximately 800,000 participants and their support providers. The administration of the Scheme requires the processing of significant volumes of financial transactions across a complex ecosystem of participants, providers, plan managers, nominees and other stakeholders. From a financial management perspective, the Scheme operates within a highly complex environment characterised by interconnected entities, participant-centric funding arrangements and multiple concurrent financial processes. At the centre of the Scheme is the participant and their approved plan, with funding allocations, budgets and financial transactions ultimately linked to that participant relationship. However, responsibility for budget management, support delivery, payment receipt and financial administration may reside with different entities. This environment drives the need for the financial management system to be capable of supporting significantly large volumes of transactions and associated financial records, both in total volumes and intra-day (per minute) capabilities. The Scheme Finance environment includes complex and dynamic entity relationships, multi-component participant budget structures and financial transactions that may support multiple business processes simultaneously. A single transaction may affect participant budget management, financial accounting, payables, receivables and associated operational processes. The NDIA therefore requires financial-management capabilities that can operate across multiple parties while maintaining financial integrity, traceability and reporting accuracy. Purpose The NDIA is exploring future Scheme Finance capabilities that can support these operational requirements while providing flexibility, scalability and sustainability, as the Scheme continues to evolve. The information obtained through this RFI will be used to improve the NDIA's understanding of market capability, implementation approaches, delivery considerations and indicative investment requirements, and may inform the scope and design of a future procurement activity.
