Snowy 2.0 Project Rehabilitation Expression of Interest

Overview Snowy Hydro Limited, as operator of the Snowy Mountains Hydroelectric Scheme, is inviting proposals from Respondents as part of an Expression of Interest (EOI) for the provision of rehabilitation works for the Snowy 2.0 Project. About The Snowy Hydro Scheme was completed in 1974 and consists of nine power stations, sixteen major dams, eighty kilometres of aqueducts, and 145 kilometres of interconnected tunnels. Snowy 2.0 is the largest committed renewable energy project in Australia and will underpin the nation's transition to a low-carbon emissions future. The Snowy 2.0 Project involves linking two existing dams, Tantangara and Talbingo, through 27km of tunnels and building a new underground power station. Water will be pumped to the upper dam (Tantangara) when there is surplus renewable energy production and demand for energy is low, then released back to the lower dam (Talbingo) to generate energy when electricity demand is high. Snowy 2.0 will provide flexible, on-demand power while reusing the water in a closed loop, using excess solar and wind energy to pump water to the higher dam for later use. At the conclusion of the Project, the new power station, tunnels, and associated infrastructure will be integrated into the Snowy Hydro Scheme for the Business As Usual operations teams to manage, and it must be compatible with the existing operating system. Purpose The primary objective is to restore areas of the Kosciuszko National Park impacted by Project construction and spoil management, with a focus on restoring disturbed sites to high environmental standards while maintaining critical infrastructure such as roads, buildings, fire trails, and access tracks. Works will be undertaken according to the Project Rehabilitation Management Plans (RMP) and other site specific plans. Scope The high-level elements of the Rehabilitation Works, which will form the basis for the tender and scopes of work, comprise: 1. Rehabilitation Comprehensive revegetation including planting of tubestock, compost, fertilisers, tree guards, thatching, replanting, straw mulching, direct seeding, etc. Ongoing weed control utilising chemical, mechanical, and UAV (drone) application methods for both broadscale and targeted control Application of seed for rehabilitation and/or cover system by various means, potentially including UAVs for seed dispersal, hydroseeding and/or hydromulching, and application of compost blankets Collection and storage of native endemic seeds (excluding grass seeds) Maintenance including initial and ongoing watering (mechanical and irrigation) Erosion control installation and maintenance (e.g. jute netting and coir logs) Exclusion fencing to manage pests 2. Civil & Infrastructure Maintenance Maintaining and/or upgrading fire trails and tracks to Fire Access and Fire Trail (FAFT) standards, including earthworks, mulching, creek line crossings, carriageway capping and grading, table drains, rollovers, and installing signage Track maintenance including hazardous tree removal, routine pruning, tree trimming, and mechanical mulching along access routes/roads Emergency repairs, including capacity for emergency response earthworks and structural repairs following weather events or bushfire damage Ground preparation prior to revegetation works such as ripping, subject to site specific requirements Installation of minor public infrastructure facilities and signage 3. Supply of Materials Supply and installation of rock, road base, various other quarry materials, and mulch Haulage capabilities for imported materials including transport and delivery Supply and installation of erosion and sediment control materials including coir logs, jute mesh, and certified weed-free straw Supply and installation of all revegetation materials including guards, stakes, mulch, compost, fertiliser, and water crystals Snowy Hydro will procure and supply the plants and seeds for revegetation works. 4. Compliance & Reporting Independent and/or external quality assurance for revegetation works according to plans Quality assurance on supplied quarry materials, including records of hygiene protocols, weed spraying records, weed inspection records, and technical specifications to meet SHL/NPWS requirements Record keeping, including maintenance of detailed daily activity sheets, chemical application records, and weather records suitable for auditing against approvals and legislative requirements, with evidence of chemical application certification of all relevant employees Implementation of strict hygiene protocols, including strict washdown procedures for all machinery to prevent the spread of pathogens or invasive species Quality assurance records on plant and machinery, including maintenance records, pre-start inspections, and evidence of implementation of hygiene protocols Contractor Requirements Respondents will be expected to provide evidence of capabilities across one or multiple of the identified categories of work Hold all necessary permits, licences, and/or approvals required for seed collection and/or working within Kosciuszko National Park and on the Snowy 2.0 Project site Compliance with all WHS requirements associated with working on a construction site managed by a Principal Contractor Enquiries Snowy Hydro's Representative for queries relating to this EOI is: Name: Garry Reid Email: Garry.Reid@snowyhydro.com.au
