Windsor Road Upgrade at Rouse Hill – Registration of Interest

Overview Transport for NSW is inviting registrations of interest (ROI) from organisations to participate in the procurement process for the Windsor Road Upgrade at Rouse Hill project. About Windsor Road is a key arterial/state road providing critical north-south connectivity through north-west Sydney and supporting high volumes of commuter, freight and public transport traffic within the Northwest Growth Area. Between Mile End Road/Rouse Road and Schofields Road/Rouse Hill Drive, the corridor generally comprises two lanes in each direction, a central median and road shoulders. Commercial Road serves as an important east-west local connection between Windsor Road and The Hills Shire LGA, providing access to major existing and future developments, including The Fiddler precinct, nearby retail facilities and the future Rouse Hill Hospital. The hospital is expected to generate substantial additional traffic demand on the surrounding road network, increasing pressure on the Windsor Road/Commercial Road intersection and reinforcing the need for transport upgrades to maintain network performance and accessibility. The WRURH project is jointly funded by the Australian and NSW Governments. Objectives The project objectives are to: Improve travel time on Windsor Road and Commercial Road, Rouse Hill Support access to the proposed hospital prior to its scheduled completion Improve road safety and reduce accident trauma for all road users by applying Safe System principles Promote public transport by reducing bus travel times Encourage active transport through improved walking and cycling facilities Instructions to Respondents To register interest to participate in the procurement process for this project, organisations must follow the instructions outlined in the document titled "TfNSW-WRURH-Registration of Interest Invitation", including submission of the completed ROI Returnable Schedules and a duly executed Corporate Confidentiality Deed Poll. ROI submissions must be submitted to Transport for NSW before the closing time and date by email to WRURH_Procurement@transport.nsw.gov.au. Registration emails must include the following email subject: 'WRURH: Procurement Process - ROI Submission'. Contractor Requirements Registrants must comply with the Transport Statement of Business Ethics through the procurement process and any subsequent contract period Registrants must comply with the NSW Government Procurement Policy Framework, NSW Government Supplier Code of Conduct and New South Wales Industrial Relations Guidelines: Building and Construction Procurement The successful contractor(s) must be accredited under the Australian Government Work Health and Safety Accreditation Scheme (the Scheme) at the time of entering into the contract for 'building work' for the project, and must maintain accreditation under the Scheme while the 'building work' is being carried out.
