The Dunedin City Council (DCC) has agreed to list the property at 231 Stuart Street, Dunedin, for sale on the open market in a Request for Proposal process, and the public is now being invited to submit their proposals on possible uses for the property. We are asking for people to present their ideas on what they would like to do with the property and are seeking a buyer that not only will restore and protect this heritage building, but one that will also create something that will benefit the city. Proposals should align with the values of the Council and demonstrate the long-term and wider benefits to Dunedin. This could be financial, economic, or net positive social and community outcomes. Prospective purchasers will have to undertake due diligence, particularly given the classified heritage status of the property, and provide detailed plans on what the building will be used for, and how it will be brought up to standard so it can be safe for occupancy and the proposed use. This should include a business plan for the venture being proposed, an explanation as to how any remedial work will be funded, and proposed terms of sale (price, settlement, conditions etc). This is an exciting opportunity for prospective buyers and the community combined. A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
