Advance Notice: Vanuatu Resilient Education Infrastructure

Overview This is a Notice of Information (Advance Notice) from the Ministry of Foreign Affairs and Trade (MFAT) for the provision of construction services on behalf of the Ministry of Education and Training (MoET) in Vanuatu, as part of New Zealand's International Development Cooperation (IDC) Programme. The goal is to provide resilient, inclusive and sustainable education infrastructure in Vanuatu, as well as responding to ongoing natural disaster recovery needs. Please note that this Advance Notice is not a tender process, it is simply a notification to the supply market that a procurement opportunity is forthcoming. Any tender information sent at this stage will not be considered. Scope MFAT is looking to engage a construction contractor to complete works at various school sites in Vanuatu, including the provision of labour, plant, materials, project management services, and logistics to complete construction works under three workstreams. The scope includes: Clearing the backlog of repair and reconstruction from previous natural disasters Repair and reconstruction of facilities damaged in future disasters Support for MoET's 'business as usual' school upgrades programme The location of works will be dispersed across Vanuatu, and the contractor must be prepared to mobilise for works outside of Port Vila. Contract Terms and Conditions The term for this contract may extend up until 2033, with periodic reviews if the supplier demonstrates their continued ability to respond to the requirements The estimated contract value over this period would be up to NZD $16.3 million, with potential extension subject to approval Contractor Requirements We are looking for suppliers who can demonstrate capability and capacity to deliver on time and budget, with relevant Pacific Experience, and ensuring all quality and Health and Safety requirements are met. Instructions to Tenderers The procurement will be conducted via an open market, two stage tender process, including a Registration of Interest (RoI) phase to create a shortlist of suppliers who will then be invited to submit a response to a Request for Proposal (RFP). MFAT intends to release the Registration of Interest (RoI) in Q3 2026, with suppliers having up to 25 working days to respond. A briefing session is expected to be offered following the RoI release.
